V-O-A Correspondent Breck Ardery reports from the United Nations. TEXT: The report says Security Council sanctions against UNITA have been violated, both in financing and supplying the rebel group which has been waging a guerilla war in Angola for more than 20 years. The report was prepared by the U-N Angola Sanctions Committee, chaired by Canadian Ambassador Robert Fowler. The report says some Eastern European nations have been violating arms sanctions against UNITA, and singles out Bulgaria by name. The report says UNITA has raised money for weapons through the illegal sale of diamonds, and it is highly critical of the diamond exchange in Belgium for not enforcing the sanctions. The report also alleges UNITA used proceeds from diamond sales to buy favors from the leaders of Burkina Faso and Togo. Several other countries are also cited as less than vigilant in observing sanctions against UNITA. U-N Security Council President Anwarul Karim Chowdhury of Bangladesh told reporters that Security Council rule 37, which allows non-members of the Council to speak, will be in effect at the session on Angola. /// CHOWDHURY ACT /// We will have an opportunity, under rule 37, to [hear from] the member states who have been referred to in the report of the sanctions committee, and to which they might like to respond. /// END ACT /// Countries named in the report have already said allegations about them are either untrue or grossly misleading. U-N spokesman Fred Eckhard says he does not know if this is the first time a Security Council committee report has made allegations of wrongdoing against heads of state, but Mr. Eckhard does say it is "unusual."
