INTRO: United Nations Secretary-General Kofi Annan
today (Tuesday) appointed a special study group which
will examine ways to make U-N peacekeeping operations
more effective. VOA Correspondent Breck Ardery reports
from the United Nations.
TEXT: Mr. Annan says the inability of U-N forces to
prevent the mass slaughters that occurred in Rwanada
and in Srebrenica, Bosnia, must never be allowed to
happen again. Those disasters, the Secretary-General
says, call for a detailed examination of the role of
the United Nations in peace and security operations.
Mr. Annan has appointed an eight-member study panel
that is expected to issue a report by this July. The
Secretary-General says one issue the panel must
address is how a U-N peacekeeping mission responds to
changing conditions.

Partly it is a question of being clear about
what we are trying to do, what kind of forces we
need to do it, what are the conditions in which
different kinds of missions are appropriate, and
what do you do when circumstances change and you
need to move from one kind of an operation to
another? What do you do, for instance, if the
peace you are trying to keep breaks down and
large numbers of civilians are in danger of
being massacred?

The former Foreign Minister of Algeria, Lakhdar
Brahimi, will chair the peacekeeping study panel. Mr.
Brahimi, who has taken on a number of U-N assignments
in recent years, told reporters there are two main
problems facing many U-N peacekeeping missions.

One of the main issues faced by the United
Nations is that it is given mandates and
resources that do not match. The other thing
that is a serious problem that we have seen in
many cases is the "staying power" of the
international community. They start things with
great enthusiasm but then other things happen in
the world and you forget about the original
problems and leave the U-N "hanging in the air"
as it were.

Mr. Brahimi says the peacekeeping study group will
conduct extensive research involving both documents
and formal interviews. It's recommendations are
expected to be on the agenda at the U-N's Millennium
Summit of world leaders which is scheduled for
