INTRO: A special Indonesian investigative commission
on East Timor is citing members of the pro-
independence movement, as well as the pro-Jakarta
militias, for human rights violations. As V-O-A
correspondent Gary Thomas reports from Jakarta, the
full commission report -- delivered to the attorney
general Wednesday -- differs from the original summary
released last week.
TEXT: The chairman of the special commission
investigating human rights abuses in East Timor says
members of the pro-independence movement are cited for
human rights violations in the final report.
In an interview with V-O-A following a meeting with
members of parliament, commission Chairman Albert
Hasibuan said people from both the pro-Jakarta militia
and the independence sides are cited for violations in
the final, two thousand-page report.

When we give the final report to the attorney general
this afternoon, it will include people from the (pro-
Jakarta) militias, and also people from the
independence movement. And I think this is quite fair
in terms of we have tried to pinpoint all violations
of human rights in East Timor.

Mr. Hasibuan would not give any names of the pro-
independence people cited in the final document.
East Timor degenerated into a storm of arson, pillage
and murder, following the August vote for independence
from Indonesia. The original report -- released last
week, blamed the violence on pro-Jakarta militias --
backed by elements of the Indonesian military.
Similar findings were made by a United Nations panel.
But the original Indonesian report made no mention of
human rights violations by the pro-independence side.
Commission sources say that was an "executive summary"
and the report delivered to Attorney General Marzuki
Darusman Wednesday is the full, revised version.
As Mr. Hasibuan points out, it also holds then-Armed
Forces Chief General Wiranto responsible for failing
to stop the violence.

We have said that Wiranto must know of the happenings
in East Timor but failed to act effectively. And we
have said that Wiranto must be held responsible for
that.

General Wiranto -- now the coordinating minister for
politics and security -- has denied any wrongdoing and
is resisting calls from President Abdurrahman Wahid to
step down. The general has accused the commission of
being one-sided and biased against the military.
Members of the commission appeared before a parliament
committee Wednesday to defend the objectivity of their
work. Echoing his statement to the parliament, Mr.
Hasibuan says the commission was impartial and
neutral.

We have tried as hard as we can to be objective in
this view. And I think the reliability of this report
is based on the objectivity of this report.

Attorney General Darusman plans to establish a special
investigation team to dig deeper into the East Timor
violence.
