INTRO: The United Nations is urging Indonesia to halt
a new upsurge in violence against refugees and aid
workers in West Timor. Lisa Schlein reports from
Geneva.
TEXT: The U-N refugee agency says at least four
security problems were reported last week in refugee
camps outside the West Timor capital, Kupang.
U-N-H-C-R spokesman Ron Redmond says the incidents
included attacks against journalists and the
disruption of operations to return refugees to their
homes in East Timor.

U-N-H-C-R is particularly concerned about the
fate of two refugees who were yanked out of
repatriation buses at Tuapukan camp last week.
There are also threats of growing intimidation
against aid workers along the border areas of
West Timor. Workers are not being allowed
inside the camps or are getting veiled threats.

Mr. Redmond says the agency also is concerned about
conditions in Tuapukan -- the biggest camp in West
Timor. The camp has an estimated 20-thousand of the
110-thousand refugees reported to be in the Indonesian
province. Mr. Redmond says the situation in the camp
is particularly tense and open to abuse.

We have urged Indonesian officials to separate
militias from the refugees. This is a
longstanding request, as well as to redeploy
active military living among the refugee
population. These would be active military who
previously lived in East Timor.

U-N-H-C-R spokesman Redmond says the agency has called
for the Indonesian government to maintain law and
order in the camps. He says contacts are being made
at the highest levels in the Indonesian capital,
Jakarta, in an effort to get government cooperation.
At its height, about one-quarter-million East Timorese
sought asylum in West Timor. Since the United Nations
began repatriating refugees last September, an
estimated 136-thousand East Timorese have returned
