Lockheed Martin And Solipsys Expand Alliance To IncludeThe U.S. Navy's DD 21 And Other Advanced Surface Ship Programs

MOORESTOWN, NJ, January 31st, 2000 -- Lockheed Martin and Solipsys Corporation have expanded the scope of their recently announced strategic alliance to apply Solipsys' systems and software development capabilities to support Lockheed Martin's work on advanced surface ship programs, including the U.S. Navy's 21st century destroyer program, DD 21. Working together, Lockheed Martin Naval Electronics & Surveillance Systems (NE&SS)-Moorestown and Laurel, Maryland-based Solipsys will apply an advanced sensor netting architecture to Lockheed Martin's pursuit of DD 21 and other applications using Solipsys' Tactical Component Network (TCN) technology. Lockheed Martin and Solipsys are also partnered on the Navy's Cooperative Engagement Capability (CEC) Baseline 2.2 effort, which will integrate Theater Ballistic Missile Defense (TBMD) capabilities into CEC in support of the Navy's Area TBMD program.

By combining Solipsys' advanced sensor netting experience with Lockheed Martin's extensive Combat Systems Engineering Agent experience, the partnership offers unparalleled expertise in meeting current and future sensor netting requirements. Sensor netting involves connecting multiple sensors that gather a variety of data and provide to the user a single high-quality tactical picture. Sensor netting allows ships, aircraft, land-based systems and space assets to share sensor and targeting information, enabling one ship to fire a missile against a target being tracked by another sensor and provides improved tracking capability against all types of air and missile targets.

TCN is a collaborative sensor netting architecture that Solipsys has been developing since the company's inception in 1996. Lockheed Martin, having recognized the inherent potential in the Solipsys approach, has been working with Solipsys since 1998, and has been supporting the development of TCN with an integration of the AEGIS SPY-1 radar, designed and developed by NE&SS Moorestown. TCN represents a novel approach to effectively network vast numbers of diverse sensor systems, and maximize their ability to contribute to a Single Integrated Air Picture (SIAP) over existing communication systems.

Cooperative engagement level data exchange is also supported within this structure, allowing sensors to remotely contribute with fire control accuracy when required by operational demands. This extensibility is well-suited to the requirements of the Joint Composite Tracking Network (JCTN). Its structure meets the needs of a wide variety of users across the DoD services while offering lower integration costs and risks, and addresses critical interoperability requirements.

"TCN technology is extensible to any sensor, allowing for effective netting of joint sensors and targeting systems to provide a coherent tactical picture for the DD 21 land attack mission," said Dr. Michael B. Hughes, Vice President, DD 21 Program, for Lockheed Martin Naval Electronics & Surveillance Systems (NE&SS).

"The key to Solipsys' TCN approach is that it provides effective and unlimited sensor collaboration, and is non-intrusive," said Fred P. Moosally, Vice President & General Manager, NE&SS-Moorestown. "Each participant in the network evaluates its ability to contribute to the network track accuracy, and only contributes when it can improve the quality of the data. Otherwise, the sensor is 'quiet' on the network, and bandwidth resources are conserved for more pressing needs."

Solipsys, as a strategic partner of Lockheed Martin, has key roles in major Lockheed Martin program initiatives. Through this unique partnership, the team is addressing tomorrow's Command and Control requirements today, to effectively counter existing and emerging threats towards providing the warfighter with Combat Systems of exceptional value and capability.

NE&SS-Moorestown is one of six major operating sites in the Lockheed Martin NE&SS business segment. NE&SS provides surface ship and submarine combat systems, antisubmarine warfare and ocean surveillance systems, missile launching systems, radar and sensor systems, ship systems integration services and other advanced systems and services to customers worldwide. It is the largest business organization in the Lockheed Martin Systems Integration business area.

Solipsys is a private, solutions-based, high-tech software and engineering firm specializing in the development of solutions to complex information processing problems. The company offers a comprehensive suite of professional consulting services in custom software development, optimal estimation, information synthesis, and radar systems integration.
