Lockheed Martin And SOLIPSYS Corp. Form Alliance To Work On Navy's Cooperative Engagement Capability (CEC) Program

MOORESTOWN, NJ, January 21st, 2000 -- Lockheed Martin and Solipsys Corporation have formed a strategic alliance that will apply Solipsys' systems and software development capabilities to support Lockheed Martin's work on advanced surface ship programs, including the U.S. Navy's Cooperative Engagement Capability (CEC) program. The alliance, formally agreed upon this week by Lockheed Martin Naval Electronics & Surveillance Systems (NE&SS)-Moorestown, and Solipsys, based in Laurel, Maryland, will bring advanced sensor netting experience to the Navy's program. CEC allows ships and aircraft to share sensor and targeting information, enabling one ship to fire a missile against a target being tracked by another ship. This networking of sensors provides improved tracking capability against all types of air and missile targets.

Under a contract negotiated last year, Lockheed Martin is developing Baseline 2.2 software and providing systems engineering support for the CEC program. The company serves as Design Agent for CEC Baseline 2.2, which, as an element of the Aegis Combat System, will enhance the theater ballistic missile defense capability (TBMD) of the Navy's Aegis cruisers and destroyers. Solipsys has a key role in the Baseline 2.2 effort as a strategic partner of Lockheed Martin

Sensor netting involves connecting multiple sensors that gather a variety of data and provide to the user a single high-quality tactical picture.

"This alliance with Solipsys strengthens significantly our ability to contribute to CEC and pairs Lockheed Martin with a strong partner that can add superb technical capability to other pursuits in the surface combatant marketplace," said Fred P. Moosally, Vice President & General Manager of NE&SS-Moorestown. "The alliance encompasses a unique set of capabilities and skills that address evolving command and control requirements."

NE&SS-Moorestown is one of six major operating sites in the Lockheed Martin NE&SS business segment. NE&SS provides surface ship and submarine combat systems, antisubmarine warfare and ocean surveillance systems, missile launching systems, radar and sensor systems, ship systems integration services and other advanced systems and services to customers worldwide. It is the largest business organization in the Lockheed Martin Systems Integration business area.

Solipsys is a private, solutions-based, high-tech software and engineering firm specializing in the development of solutions to complex information processing problems. The company offers a comprehensive suite of professional consulting services in custom software development, optimal estimation, information synthesis, and radar systems integration. Among Solipsys' innovations is its Tactical Component Network (TCN) technology, a collaborative sensor netting architecture that Solipsys has been developing since the company's inception in 1996.
