INTRO: The head of the United Nations Children's
Fund, Carol Bellamy said today (Friday) that many of
the refugees in West Timor are awaiting that start of
the planting season before returning home to East
Timor. VOA Correspondent Breck Ardery reports from the
United Nations.
TEXT: Ms. Bellamy told reporters there has been no
significant movement by about 100-thousand refugees in
West Timor, part of Indonesia, to return to East
Timor. Many observers say that is because the refugees
are being intimidated and mis-led by pro-Indonesian
militia groups operating in West Timor's refugee
camps.
However, Ms. Bellamy, who has just returned from the
region, says she learned there is another reason why
many of the refugees are not coming back to East
Timor.

There does not appear to be much moving back at
this point. The general sense among humanitarian
agencies is that, since the planting season has
passed, there is not much incentive to go back.
But there should be an additional, significant
flow of refugees (back to East Timor) a couple
of months from now.

Ms. Bellamy says the U-N Children's Fund - UNICEF --
has been able to provide some basic services such as
water, medicine and education in tent schools to the
refugees in West Timor. While in Indonesia, Ms.
Bellamy says she urged government leaders to increase
spending on health and education programs.
She said conditions in East Timor remain rather harsh.
With so much of the infrastructure destroyed, she
noted, unemployment is a major problem. However, Ms.
Bellamy says UNICEF and other humanitarian groups are
providing a vaccination program for children and that,
despite damaged schools, about 100-thousand East
Timorese children are back in classes. (Signed)
