VOA Correspondent Breck Ardery reports from the United Nations. TEXT: In a public meeting of the Security Council, U- S ambassador Richard Holbrooke, this month's president of the Council, called on all parties to the Lusaka cease-fire agreement on Congo to fully implement that accord. Reading a statement endorsed by all 15 members of the Security Council, Mr. Holbrooke reiterated U-N demands for the immediate cessation of hostilities and the withdrawal of all foreign forces from Congo. Mr. Holbrooke went on to express the Council's willingness to expand the U-N mission in Congo in accordance with a recent recommendation from U-N Secretary-General Kofi Annan. ///Holbrooke act/// It (the Council) expresses its intention to act promptly on this basis. It expresses its intention to consider, at the appropriate time, preparations for an additional phase of U-N deployment and further action. ///end act/// Secretary-General Annan has recommended the Security Council authorize the deployment of five thousand troops to protect unarmed U-N military observers in Congo. Diplomats say that would set the stage for a possible full-scale international peacekeeping mission there involving additional U-N troops. The Security Council statement on Congo came after two days of intense U-N focus on the conflict there. On Monday, The Council held a day-long debate on Congo which included seven African heads of state who are directly or indirectly involved there. All of those presidents called for an immediate dispatch of U-N troops to Congo.
