SPIES GET ILL AT EASE IN STAVROPOL REGION
Bandits blocked by federal troops are trying to send their spies pretending to be civilians to Russian rear.Last Saturday officers of road militia detained a suspected passenger from a bus going to Mineralnye Vody from Vladikavkaz. Certain A.Dukhaev, 1968, Chechen habitant of Orenburg region. A detailed map - scheme of military operations in Chechen territory places of accumulation of federal troops military technique fortified positions and other secret data - was discovered among his things.
In addition to it he had large list with names and addresses of Chechen terrorists, detailed plans of their houses and other details suggesting about special meaning of those data. For example these houses could be flats for meetings of bandits breaking a blockade of federal troops where and they could live there. Now special services investigate who he is.
Suspected citizen was detained at control checkpoint known as "380-th km" of federal road Rostov - Baku. It is a border of Stavropol region. It is the only control checkpoint in state where representatives of two subjects of Federation - Stavropol region and Kabardino-Balkaria - serve together. Each of services examines people and transport. However something unusual sometimes happens when officers of both services unite their efforts.
Before having entered the territory of Stavropol region the detained man had been in Chechnya where he got that "spy map". From whom and for what purpose? Where did he go? What actions could be undertaken after the map was handed over to addressee? There are many questions to answer?
Nearly at the same time certain Baudin Uralbaev tried to go round checkpoints was delayed. He is a native Chechen living in the Crimea. Nothing suspected was discovered with him but special services interrogate him.
As our correspondent was told in Stavropol interior department that region was an attracting object for Chechen reconnaissance. Exactly now during military operations. More over, desired spies of bandits can easily arrive in Stavropol region: any citizen of Russia gaining free access to territory of any subject of Federation under Russian Constitution pretending to be refugees.
Absence of legislative base allowing military men to act in "areas of conflicts" under law and according to real situations significantly hampers to undertake measures aimed at defending of civilians. Proves of it were dramatic efforts on repeated cleaning of districts deliberated from bandits. Military men clearly say: cases of "double cleanings" are likely to be repeated until political legislative decisions are approved and terms of bandits' infiltration to peaceful territories are toughen.
Habitants of Stavropol region were disappointed and alarmed of news that bill about special status of the region with suitable normative acts approved by the Duma was postponed by former President Boris Yeltsin. The cause is clear: such law abuses rights of Chechen people. But what should we do in this case with defence of habitants of Stavropol region and other Russian territories' rights?
Legislative bodies often show facts when citizen registered as a refugee of insurgent republic leaves his family in the safe place in Stavropol region and he himself returns to Chechnya to wage a war against Russian troops. Chechen reconnoitrers go here and there along North Caucasian road where Russian troops move.
At the same checkpoint, where owner of secret map was delayed, officers of road militia at the beginning of military operations paid attention on a huge number of cars going towards Pyatigorsk to the largest food and merchandise market in the region "Ludmila". Is it really so? Or maybe the "buyers" after crossing the checkpoint disappeared in unknown direction and unknown purposes?
Officers of road militia decided to examine all cars carefully. But not all owners wanted to be checked and turned around. It is interesting that after this case they couldn't see the same number of transport going to "market". Think whatever you want. Maybe it was a checking undertaken by bandits aimed at learning of Stavropol militia's reaction on mass traffic: if they stop or let pass?
In words of acting region militia department chief Major General Nikolay Mamontov, his officers saw the same situation related to Chechen "buyers" of grain and foodstuff in Stavropol region. They allege to go to buy foodstuff to "feed starving people in Chechnya", but going round Stavropol roads they suddenly found themselves in Kuban and Rostov region.
General Mamontov ordered officers of road militia to collect such lorries shipped with foodstuff in the square in front of control checkpoint and to accompany them to Chechnya and at the same time to notice where is food allocated: whether to civilians or to terrorists?
It seems drivers would benefit from it - they would be guarded. But on the contrary all of them disappeared.
Thefts of people explosions and offensives of bandits make Russian authorities to undertake measures near an edge of fault and not always suitable federal normative base. In spite of absence of law and regular protests of prosecutor's body there is introduced rather tough order of propiska. Militia acts under this order. But General Mamontov complains that their actions sometimes are not sensible. He referred to letter received from the old Chechen woman, who couldn't have a propiska in one of villages of Stavropol region. It is the cause why she can't get pension and social preferences.
- Why shouldn't militia officer responsible for it meet with this woman, have a talk with her ,at least to look through her passport because she was born in 1912, - reproached General. - Severe measures are not aimed at complicating of people living conditions/
Vigilance of people after series of explosions in Russia is growing weak. And intelligence and operative services are warning about readiness of militants to implement terrorist actions: when there is no way out for a wolf, he becomes crazy and more dangerous.
Where can he run when time "X" comes? To railway stations or departments or apartments? Or he will hide?
