REPORT OF AMNESTY INTERNATIONAL ON CHECHNYA IS BIASSED, SAYS RUSSIAN FOREIGN MINISTRY SPOKESMAN

The report of the Amnesty International on Chechnya is obviously one-sided and biassed, being in many respects based on untrustworthy information and inventions. It deliberately distorts the policy and actions of the federal authorities. This statement was made by Vladimir Rakhmanin, official spokesman for the Russian Foreign Ministry at a Moscow briefing on Tuesday. The report speaks of alleged gross violations of international humanitarian law by the Russian troops during the North Caucasian operation.

The Russian diplomat stressed that against the background of the tremendous efforts which Russia is making to help the population of Chechnya, one cannot fail to feel indignation at Amnesty International's allegation that the Russian government "has launched a campaign to punish a whole ethnic group". Vladimir Rakhmanin pointed out that the servicemen have been given clear instructions to avoid victims among the peaceful population and destructions of facilities of the civilian infrastructure. Russian troops are dealing pinpoint strikes at earlier established places of concentrations of gunmen and other military targets. All instances when servicemen overstepped their powers are immediately and most thoroughly examined by the bodies of the military prosecutor's office.
