INTRO: Richard Holbrooke, the United States'
ambassador to the United Nations, says the world
community must take action immediately to re-settle
refugees from East Timor, who are now living in fear
in Indonesia's adjoining province of West Timor.
V-O-A Correspondent Breck Ardery reports from the
United Nations.
TEXT: Speaking in the U-N Security Council [Monday],
Mr. Holbrooke spoke of his recent visit to East Timor
and Indonesia. He says the U-N Interim Administration
in East Timor is already making progress toward the
transformation of East Timor to a sovereign nation.
However, he says the office of the United Nations High
Commissioner for Refugees -- the U-N-H-C-R -- has
failed to counter what he believes are the unfounded
fears of refugees in West Timor.

Over 100-thousand East Timorese are still in
those camps, being fed misinformation and
inaccurate stories by the militia. And [they]
are therefore afraid to return. Mr. President,
Mr. Secretary-General, the money spent in those
camps by the U-N-H-C-R would be better spent by
re-settling those people in East Timor. Or, if
they are legitimately unwilling to go home,
Indonesia should be encouraged to re-settle them
in Indonesia.

Mr. Holbrooke, who spoke at a special Security Council
meeting on prevention of armed conflicts, said the U-N
should make the re-settlement of refugees now in West
Timor a major priority.

On Wednesday, Mr. Holbrooke leaves for a 12-day tour
of Africa, which will include stops in 10 nations.
