INTRO: Russian President Boris Yeltsin has agreed to
allow observers from the Organization for Security and
Cooperation in Europe to visit Chechnya. But aid is
needed soon and refugees fleeing the fighting say
Russian forces are targeting civilians.
Correspondent Eve Conant reports from the Chechen -
Ingush border.
TEXT: In a tiny, overcrowded hospital near the border
dozens of Chechen women and children lie in their
beds. Many of them with bandages wrapped around, what
were once, arms and legs.
In one room a nurse tends to a 15 year old girl who
lost her lower arm. In another room an old woman
cries out for help.

She says they are destroying the entire nation. The
world must stand-up and help us. They are killing us
on the roads as we flee.
The visit of an OSCE delegation will be a welcome one
but refugees fleeing into neighboring Ingushetia say
aid is long overdue. They say even the wounded are
not allowed to cross the border without several days
wait, and that there is almost no medicine inside
Chechnya and that hundreds, if not thousands, are
dying as Russians carry out their offensive. (Signed)
