Incident: The U.S. Department of State yesterday requested U.S. Embassy Luanda share the following information with relevant U.S. corporate officials as follows:

(Begin text) The success of the (Angolan) government's recent offensive may prompt UNITA to retaliate against vulnerable economic and political targets, markedly increasing the threat to U.S. and foreign interests in Angola. UNITA may initiate guerrilla attacks on government oil facilities and the capital's water and electricity infrastructure in order to divert Luanda's forces away from the central highlands. Recent UNITA ambushes against international oil company vehicles operating south of Soyo may reflect this tactic (End text).

(RISC Comment: The above message is likely prompted by UNITA's loss of its major bases in the provincial cities of Bailundo and Andulo to Angola armed forces attack. Following his military reversals, UNITA leader Jonas Savimbi has announced that he is relocating his headquarters from Andulo to the province of Moxico far to the east.)
