INTRO: The United States has again criticized
Russia's military offensive in the Breakaway republic
of Chechnya. Secretary of State Madeleine Albright
says she is not encouraged by the Russian response.
From the State Department, V-O-A's Kyle King reports.
TEXT: During her visit to Africa last week, Secretary
of State Albright called Russian actions in Chechnya
both ominous and deplorable.
Ms. Albright says she repeated that message to Foreign
Minister Igor Ivanov in a telephone call Sunday --
telling him Russia is taking a significant step in the
wrong direction.
Speaking to reporters at the State Department, Ms.
Albright says she reminded Mr. Ivanov of Russia's
disastrous 1994 offensive against Chechnya.

But I can not say that I was particularly
encouraged by his response

Mr. Ivanov told reporters in Rome that Russia is ready
for a negotiated settlement of the conflict in
Chechnya. But he says the rebels must first lay down
their arms.
Secretary of State Albright says she plans further
talks with Russian officials. But, she says she has
already delivered the U-S message as loud and clear
and the telephone lines would allow. (SIGNED)
