INTRO: Russian military officials say their campaign
to create a security zone around the breakaway
republic of Chechnya has been completed. A Russian
General says his forces will now begin a second phase
of military operations designed to wipe out Chechen
militants throughout the republic. V-O-A Moscow
correspondent Eve Conant reports.
TEXT: Commander of federal forces in the Caucasus,
General Viktor Kazantsev, says the first phase of
Russia's military campaign in Chechnya is complete.

"The first task of our counter-terrorist operation is
finished," he says. "We have provided the security
zone."
Russia's military campaign was designed to set up what
officials call a "sanitary cordon" around the northern
part of Chechnya to prevent Islamic militants from
attacking neighboring republics.
General Kazantsev says that after regrouping, Russian
forces will move into a second phase of the operation
to, as he put it, "destroy criminal gangs throughout
the entire territory of Chechnya."
