INTRO: Russian forces are bombing and shelling
Chechen border villages as they push forward into
the breakaway region to establish a security
zone. V-O-A Moscow correspondent Peter Heinlein
reports that two Russian soldiers and several
Chechen civilians have been killed in the latest
military actions.
TEXT: General Gennady Troshev, commander of
federal troops in the Dagestan region, says
soldiers and rebel fighters clashed Monday just
inside the Chechen border.

He says, "We suffered two dead and seven wounded.
So we are answering with air strikes."
Chechen officials say bombs and artillery have
killed scores of villagers since Russian troops
moved into Chechnya last week to set up what they
call a security buffer zone.
The Russian offensive has forced more than 100-
thousand Chechens to flee their homes to the
relative safety of neighboring Ingushetia.
There, refugee agency officials are warning of a
pending humanitarian crisis.
Russian Prime Minister Vladimir Putin said on
Monday that President Boris Yeltsin has approved
a plan to relocate the refugees back into
Chechnya, on land captured by Russian forces.
