Text: September 21 Presidential Determination on East Timor
(Defense Department to assist multilateral force) (300)
Washington -- President Clinton issued a Presidential Determination on
East Timor September 21 that directs the Department of Defense to
provide services, military education and training to support the
efforts and enhance the capabilities of countries participating in the
multilateral force to restore peace and security to East Timor.

MEMORANDUM FOR THE SECRETARY OF STATE, THE SECRETARY OF DEFENSE
SUBJECT: Military Assistance Under Section 506(a)(1)
of the Foreign Assistance Act of 1961, as Amended,
to States Participating in the Multinational Force for East Timor
Pursuant to the authority vested in me by section 506(a)(1) of the
Foreign Assistance Act of 1961, as amended, 22 U.S.C. 2318(a)(1) (the
"Act"), I hereby determine that:
(1) an unforeseen emergency exists that requires immediate military
assistance to states that may participate in the Multinational Force
for East Timor; and,
(2) the emergency requirement cannot be met under the authority of the
Arms Export Control Act or any other law except section 506(a)(1) of
the Act.
Therefore, I direct the drawdown of defense articles from the stocks
the Department of Defense, defense services of the Department of
Defense, and military education and training of an aggregate value not
to exceed $55,000,000 to provide military assistance to such states to
support their efforts and to enhance their capabilities to restore
peace and security to East Timor.
The Secretary of State is authorized and directed to report this
determination to the Congress and to arrange for its publication in
the Federal Register.
