DATE=9/20/1999 TYPE=CORRESPONDENT REPORT TITLE=INDONESIA - HUMAN RIGHTS (L-ONLY) NUMBER=2-254081 BYLINE=JEANNE HALLACY DATELINE=JAKARTA CONTENT= VOICED AT: INTRO: The United Nations High Commissioner for Refugees, Sadako Ogata met privately with Indonesian President B-J Habibie today as the first United Nations peacekeeping forces arrived in East Timor. Mrs. Ogata said that the Indonesian government gave security assurances for the safety of the nearly two hundred thousand refugees who fled from East Timor to West Timor. Jeanne Hallacy has more from Jakarta. TEXT: Mrs. Ogata met President Habibie after visiting the refugee camps with Indonesian government officials in West Timor. The High Commissioner said that the U-N-H-C-R would expand their assistance programs in West Timor and oversee the movement of refugees into transit camps where they will be given a choice to return to East Timor. // OGATA ACT// We should be moving many of them because some of the camps right now are temporary and crowded and so on - temporarily to transit centers and let them stay there and choose. I think the fact that we should let them choose is a very important thing and it's very much where we agreed with the government. //END ACT// Speaking to reporters after her meeting with President Habibie, Mrs. Ogata said that Indonesian authorities will cooperate with the United Nations in allowing assistance to reach civilians displaced in East and West Timor as a result of the violence. //OGATA ACT// I would have to rely and trust them that they will do everything to make the stay of the refugees (as) safe - and for our own operations to be covered by their own security considerations. //END ACT// Although the Indonesian government has stated that aid for East Timor's internally displaced civilians will be allowed to continue, the security situation on the ground remains volatile in remote areas of the troubled territory.
