INTRO: Lawmakers in Russia's upper house of
parliament say they fully support the government's
tough anti-terrorist measures following a series of
apartment bombings in Russia and rebel activity in
Dagestan and Chechnya. V-O-A Correspondent Eve Conant
in Moscow reports the lawmakers voted not to debate a
motion to recommend the resignation of President Boris
Yeltsin.
TEXT: Prime Minister Vladimir Putin says lawmakers
support what he called "tough and quick" measures to
stabilize the unruly Caucasus region, where Islamic
militants have been fighting federal forces.

He says, "There can be only one recommendation -- to
destroy the bandits."
The government's security crackdown includes calls to
tighten the border around Chechnya, but Prime Minister
Putin said there was no discussion of sending federal
troops into Chechen territory. He also denied rumors
the Kremlin is planning to declare a state of
emergency in the wake of four recent apartment
bombings in Russia.
Lawmakers voted not to debate a motion to recommend
that President Boris Yeltsin step down, despite public
concern that his government has not acted swiftly
enough to combat terrorism. (Signed)
