V-O-A Moscow correspondent Eve Conant reports. TEXT: What police call a small explosive device, equal to several kilograms of T-N-T, exploded inside a nine-story apartment building in Saint Petersburg late Thursday evening. The explosion shattered windows in the building and set off a fire, which was quickly put out. Interior Minister, Vladimir Rushailo, says the blast might have been accidental or linked to the political activities of a journalist who lived in the building. ///Act Rushailo in Russian in full and fade under/// HE SAYS, "We have dealt with this situation and do not believe it is related to recent terrorists acts."
