INTRO: Officials say an explosion in a Saint
Petersburg apartment building that killed two and
injured at least three others is not linked to
a series of apartment bombings in Russia, but the
blast comes amidst growing unease that the
Russian government is unable to protect its
citizens. V-O-A Moscow correspondent Eve Conant
reports.
TEXT: What police call a small explosive device,
equal to several kilograms of T-N-T, exploded
inside a nine-story apartment building in Saint
Petersburg late Thursday evening. The explosion
shattered windows in the building and set off a
fire, which was quickly put out.
Interior Minister, Vladimir Rushailo, says the
blast might have been accidental or linked to the
political activities of a journalist who lived in
the building.

HE SAYS, "We have dealt with this situation and
do not believe it is related to recent terrorists
acts."
But this latest blast comes amid growing unease
that Russian authorities are unable to stop a
wave of apartment bombings that has taken nearly
300 lives.

There have been four apartment bombings in Russia
