DATE=9/13/1999 TYPE=CORRESPONDENT REPORT TITLE=U-N - TIMOR FORCE (L-UPDATE) NUMBER=2-253840 BYLINE=MAX RUSTON DATELINE=UNITED NATIONS CONTENT= VOICED AT: // Eds: Updates CR 2-253834 with changes throughout // INTRO: Members of the United Nations Security Council say (Monday) they hope authorize an international force for East Timor within days for possible deployment by the end of the week. V-O-A's United Nations correspondent Max Ruston has the story. TEXT: Council members say they are in agreement on the need to act urgently to stop the violence in East Timor. They are now working out the possible composition and deployment timetable for an international force. Council president Peter van Walsum of the Netherlands: /// VAN WALSUM ACT /// There is movement. I would imagine fairly soon. It is dangerous to make predictions but it should definitely happen this week, preferably in the early part of this week. /// END ACT /// Mr. van Walsum says the council also welcomes the Indonesian government's decision to permit deployment of such a force. That decision was reiterated several times by Indonesian Foreign Minister Ali Alatas, who arrived at U-N headquarters Monday. He is scheduled to hold discussions on East Timor with the Foreign Ministers of Australia and Portugal on Tuesday. East Timor was a Portuguese colony until 1975, when it was invaded and later annexed by Indonesia. The Security Council also formally received a report on East Timor from a council delegation that traveled to Indonesia last week. The report says there is evidence that the Indonesian military helped organize and support pro-Jakarta militias, which have been blamed for most of the violence in East Timor. The report says Indonesian government and military leaders appear to lack accurate information about the severity of the situation in the territory. It says the government failed to take substantive action to stop coordinated campaigns of arson and terror, and efforts to drive U-N staff and other foreign observers from the territory.
