V-O-A Moscow correspondent Eve Conant reports. TEXT: Prime Minister Putin says international terrorists linked to Muslim separatists in Dagestan and Chechnya are responsible for two apartment block explosions that rocked Moscow in the past week. Addressing Russia's parliament, Mr. Putin recommended what he called a "temporary, but tough" quarantine around the Chechen border. A leader of the Islamic insurgents has denied his fighters had any involvement in the explosions. Security forces in Moscow have detained several suspects in the blast but no one has been charged. Officials are also searching the capital for hidden explosives and said Tuesday they discovered and defused nearly two tones of explosives at one site. Russia's Defense Minister says the army is ready to help police keep order in the capital. Security has been stepped up around nuclear power plants and other key sites in the country.
