DATE=9/8/1999 TYPE=CORRESPONDENT REPORT TITLE=RAMOS-HORTA-EAST TIMOR (LONG) NUMBER=2-253601 BYLINE=GIL BUTLER DATELINE=WASHINGTON INTERNET=YES CONTENT= VOICED AT: INTRO: As the U-N Security Council meets to consider what to do about East Timor, an independence leader has called for international intervention in the territory and economic sanctions against Indonesia. Correspondent Gil Butler reports Jose Ramos-Horta was in Washington to urge American leadership to take action to prevent what he said is -- impending genocide TEXT: Mr. Ramos-Horta, who was awarded the Nobel Peace prize in 1996, said the planned closing of the United Nations, UNAMET, compound is sure to be followed by more killings. /// RAMOS-HORTA ACT /// Human beings around the world can still prevent The genocide from taking place by calling upon the U-S congress, the Administration, NATO countries, European countries, Australia, to do their sacred duty. And that is to prevent a new genocide that is going to begin in the next few hours. If UNAMET (the United Nations in East Timor) packs and leaves, genocide will begin. /// END ACT /// He accused Indonesia's Military -- especially the Special Forces -- of training and supporting the rampaging militias that have killed hundreds and forced thousands to flee East Timor. Amnesty International officer T.Kumar said the martial law which has been proclaimed by Jakarta has simply given legal cover to the same force that he charged has been killing East Timorese since Indonesia invaded in 1975. /// T.KUMAR ACT /// The sad reality is that the people who have been sent to enforce the martial law are the same military which abused the rights of East Timorians for the last 25-years. /// END ACT /// He said Indonesia president B-J Habibie is not in control of the military. Mr. Ramos-Horta also criticized the United States and other Western countries for supporting Indonesia despite its actions in East Timor. His supporters are protesting past U-S aid to Indonesia's army. (SIGNED) NEB/MGB/RAE 08-Sep-1999 12:23 PM LOC (08-Sep-1999 1623 UTC) NNNN Source: Voice of America .
