INTRO: the first meeting of a U-N-sponsored
"reconciliation" commission in East Timor has
collapsed because pro-Jakarta representatives did not
attend. They pledge to disavow the results - yet to be
announced -- of Monday's referendum. From Dili, V-O-
A's Nur Adnan prepared this report.
TEXT: Two days after a referendum on autonomy was held
in the former Portuguese colony, the United Nations
mission for East Timor (UNIMET) tried unsuccessfully
to convene the first meeting of a 25-member
reconciliation commission.
The commission is composed of 10 pro-independence, 10
pro-Jakarta and 5 United Nations officials, appointed
by the U-N Secretary General. It is supposed to
encourage both sides to maintain peace and abide by
the outcome of the referendum.
The entire pro-Indonesia delegation boycotted the
inaugural meeting, claiming the U-N had been partial
in instructing some East Timorese voters that a "yes"
vote would result in autonomy. Only a "no" vote would
lead to independence.
Constancio Pinto is the representative of the National
Council of East Timorese Resistance in New York. He
says the formation of the commission is a positive
step toward resolving the conflict.

The referendum itself does not solve every
problem in East Timor. Therefore, the commission
is going to be very important. The commission is
going to play a very important role as a
stabilizing factor in East Timor.

Mr. Pinto says he hopes the pro-integration group will
change its mind and cooperate with the National
Council of East Timorese Resistance and with the
United Nations.
Meanwhile, in anticipation of the situation that could
worsen in many parts of East Timor, the United Nations
has increased the number of its military liaison
officers there. Mr. Pinto welcomes the move.

We, in fact, are calling for the U-N
peacekeeping force in East Timor. But it is
going to take some time to bring in the U-N
peacekeeping force in East Timor. The increase
of the U-N peacekeeping there is the decision of
the United Nations Security Council.

The results of the referendum will not be known until
September 7, when the United Nations will officially
make an announcement both in New York and Dili, the
capital of East Timor.
According to the United Nations, all the ballot boxes
have already been brought to Dili by helicopter and
were left at the Komoro Mmuseum for verification and
subsequent vote-counting.
