INTRO: U-N Secretary-General Kofi Annan has called on
the government of Indonesia to arrest those
responsible for violence directed at the compound of
the U-N mission - UNAMET - in East Timor.
Correspondent Barbara Schoetzau reports from New York.
TEXT: The Secretary-General strongly condemned the
outbreak of violence outside the headquarters for the
U-N mission in Dili.
U-N officials say a nearby clash between pro-
independence groups and militia supporting Indonesia
spilled over to the gates of the U-N compound, which
then became the focus of the pro-Indonesia group.
As a result of the militia's actions, several hundred
local people have taken refuge in the U-N compound.
Secretary-General Annan called on the Indonesian
authorities to take firm action to control the armed
militias and protect the compound and the
international and local U-N staff. The Security
Council also called on Indonesia to uphold its pledge
to guarantee the safety of U-N personnel and
premises.
But U-N spokesperson Fred Eckhard says there are no
plans to send a U-N peacekeeping force to East Timor.

The conditions of the agreement between
Indonesia and Portugal are very clear. This
operation will be carried out on Indonesian soil
where Indonesia is fully responsible for
security. There is no intention at this time to
ask for a change of that. Rather, what we are
doing is pressing the Indonesian authorities to
work harder at securing the environment.

Mr. Eckhard says there have been no security incidents
at the central location where the ballot boxes from
the referendum on autonomy held early this week are
