INTRO: U-N Secretary-General Kofi Annan has welcomed
the cease-fire agreement for Congo-Kinshasa, signed by
the leaders of rival factions of the rebel Congolese
Rally for Democracy - R-C-D -- in Lusaka, Zambia today
(Tuesday). Correspondent Barbara Schoetzau reports
from New York.
TEXT: U-N spokesman Manoel de Almeida e Silva says
Secretary-General Annan believes the cease-fire
agreement will clear the way for international support
to help Congo recover.
Rebels backed by Rwanda and Uganda have been fighting
to overthrow the government of President Laurent
Kabila for a year.
Mr. Almeida e Silva says Secretary-General Annan is
asking the donor community to respond generously to
the humanitarian and peacekeeping needs in Congo(D-R-
C).

The Secretary-General underlines the importance
of insuring the provision of food aid and re-
establishment of essential services such as
health, safe water and education in the D-R-C .
He calls on all government officials and rebel
representatives to insure safe and unhindered
access for all U-N and related personnel
throughout the D-R-C.

The Secretary-General said the United Nations is ready
to work with regional organizations, like the
Organization of African Unity, to help bring about a
negotiated settlement to the conflict in the
Democratic Republic of the Congo. He praised the
efforts of regional leaders, particularly Zambian
President Frederick Chiluba, to peacefully resolve the
conflict. Mr. Chiluba has urged the United Nations to
send peacekeepers to Congo. (Signed)
