INTRO: The United States says it is encouraged by
prospects for agreement to end the bloody 15-month old
conflict between Ethiopia and Eritrea. That
assessment emerged Tuesday following talks between
Secretary of State Madeleine Albright and Eritrean
President Isaias Afwerki. From the State Department,
VOA's Kyle King reports.
TEXT: The meeting between Secretary of State Albright
and President Isaias focused on the status of a peace
plan put forward by the Organization of African Unity.
Both Ethiopia and Eritrea have accepted the framework
of the peace plan, but the two sides have yet to agree
to technical arrangements for its implementation.
State Department Spokesman James Rubin says the
Eritrean President reaffirmed his support for the
technical agreements worked out by the OAU.

The next step is for a document to be worked
that both Ethiopia and Eritrea can sign that
will lay out the modalities of these agreements.
We are hopeful that an agreement will be signed
soon.

Mr. Rubin says Secretary of State Albright used her
meeting with Mr. Isaias to emphasized the importance
the United States attaches to ending the 15 month old
conflict between Ethiopia and Eritrea.
President Clinton's National Security Advisor Anthony
Lake is now in Algiers for what are described as
discussions on the details of the OAU peace plan.
State Department officials say there has been
encouraging movement on the peace process and the
Unite States will continue to try to resolve the
