DATE=7/28/1999 TYPE=CORRESPONDENT REPORT TITLE=U-N - AFGHANISTAN FIGHTING (L - ONLY) NUMBER=2-252265 BYLINE=MAX RUSTON DATELINE=UNITED NATIONS CONTENT= VOICED AT: INTRO: The United Nations Security Council today (Wednesday) called for an immediate end to outside support for military factions in Afghanistan. The call follows a deterioration in security and humanitarian conditions in the country. More from our U-N correspondent Max Ruston. TEXT: After holding close-door discussions on the situation in Afghanistan, the Security Council issued a statement expressing concern at the recent increase in hostilities. The statement was read aloud by council president Agam Hasmy of Malaysia. /// Hasmy Act /// Members of the Council expressed their grave concern at reports on the resumption of major hostilities by the Taliban. They also expressed deep concern on the deteriorating humanitarian situation, which could undermine the efforts of the international community to bring about a speedy cessation of armed conflict in that country. Members of the Council also called for an immediate cessation of outside military support to all military factions in Afghanistan. /// End Act /// The statement also expresses support for U-N Secretary-General Kofi Annan's efforts to negotiate a political settlement in the conflict between the Taliban and an alliance of opposition groups in the north of the country. It urges all parties in Afghanistan to enter into negotiations immediately to find a peaceful settlement. The statement was issued as humanitarian agencies expressed their growing concern about conditions in Afghanistan. U-N humanitarian agencies say the rocket attacks on Kabul airport earlier this week have disrupted aid flights, putting the security of U-N staff and the continuation of U-N activities in the country in jeopardy.
