TEXT: THE UNITED STATES HAS CONDEMNED TUESDAY'S ATTACK ON THE U-N OFFICE IN EAST TIMOR, WHERE VIOLENCE INVOLVING ANTI-INDEPENDENCE GROUPS HAS THREATENED TO DISRUPT A PLANNED REFERENDUM ON EAST TIMOR'S FUTURE. STATE DEPARTMENT SPOKESMAN JAMES RUBIN BLAMED PRO-JAKARTA CIVILIAN MILITIAS FOR THE LATEST ATTACK, AND HE CALLED ON THE GOVERNMENT TO TAKE STEPS TO PREVENT FURTHER VIOLENCE. /// RUBIN ACT /// PRO-JAKARTA MILITIAS, WHICH HAVE OPERATED WITH THE ACQUIESCENCE AND SUPPORT OF ELEMENTS OF THE INDONESIAN MILITARY, ARE RESPONSIBLE FOR MUCH OF THE RECENT VIOLENCE AND KILLINGS IN EAST TIMOR.
