THE PEACE TALKS HAVE BEEN ORGANIZED BY EAST TIMORESE SPIRITUAL LEADER BISHOP CARLOS BELO, WITH WHOM MR. RAMOS HORTA SHARES THE 1996 NOBEL PEACE PRIZE. MR.
