CORRESPONDENT LARRY FREUND REPORTS FROM NEW YORK. TEXT: THE SECURITY COUNCIL URGED THE TALEBAN TO RETURN TO THE NEGOTIATING TABLE, AND CALLED ON BOTH PARTIES IN THE TALKS TO NEGOTIATE. THE SECURITY COUNCIL ALSO EXPRESSED CONCERN AT WHAT IT DESCRIBED AS MILITARY PREPARATIONS CARRIED OUT BY BOTH PARTIES. IT CALLED ON THE TALEBAN AND THE OPPOSITION TO COOPERATE WITH THE UNITED NATIONS TO PREVENT ESCALATION OF THE FIGHTING. REPORTS FROM THE REGION INDICATE THE POSSIBILITY OF ALL-OUT FIGHTING RESUMING IN AFGHANISTAN. THE TWO SIDES HAD REACHED A TENTATIVE AGREEMENT TO SHARE POWER DURING U-N SPONSORED TALKS IN TURKMENISTAN LAST MONTH.
