(Ethiopia, Niger) (310) SECURITY COUNCIL CONCERNED OVER ETHIOPIA/ERITREA FIGHTING The Security Council is seriously concerned at the continuing hostilities between Ethiopia and Eritrea, the council's president said April 13. Ambassador Alain Dejammet of France, council president for April, told journalists after a private council meeting that the council discussed the latest events in Africa in order to "provide food for thought to the secretary-general in order that the secretary-general can act jointly with the Organization of African Unity (OAU) to try and provide a solution" to the border dispute between Ethiopia and Eritrea. "Members of the Security Council call once again for an immediate cessation of hostilities and the implementation of the OAU framework agreement," Dejammet said in a press statement. "Members of the Security Council strongly support the efforts the secretary-general to promote, in full coordination with the OAU, a peaceful resolution to the border dispute," he added. The council particularly endorsed Secretary-General Kofi Annan's decision to send his special envoy, Mohammed Sahnoun, to the region to work with the OAU, the president said. He called on Ethiopia and Eritrea to cooperate with Sahnoun. "Members of the council urge both parties to allow the International Committee of the Red Cross (ICRC) to fulfill its mandate according to the Geneva Convention and in particular to give ICRC unhindered access to prisoners of war," Dejammet said. SECURITY COUNCIL CONDEMNS BARE ASSASSINATION The Security Council on April 13 condemned the assassination of Nigerien President Ibrahim Bare. In a statement to the press, Council President Alain Dejammet of France said that the council members also condemned the coup d'etat in Niger. "They call on those who have seized power to restore constitutional order and the rule of law and to respect all fundamental rights and freedoms," Dejammet said.
