SYSTEM DESCRIPTION & CONTRIBUTION TO JOINT VISION 2010

The Joint Ammunition Management Standard System (JAMSS) is designed to provide standardized logistics information across the Services and enable greater support for Joint Force operations. It will provide the deployed Joint Task Force Commander, Theater Commander, Joint Staff and Services with a single focused visibility of all ammunition assets within the area of operations, en route and pending shipment.

JAMSS should also achieve significant logistics savings in wholesale and retail activities. It will accomplish this by standardizing functional business processes, improving the logistics pipeline effectiveness via better inventory management within the Inventory Control Points, and providing interoperability, portability, and scalability via an open systems environment.

System requirements that must be supported include: (1) worldwide visibility of all assets; (2) technical data; (3) tracking information; (4) on-line requisition processing; (5) financial reporting; (6) physical inventory and disposal processing; (7) transportation planning/monitoring; and (8) suspensions/restrictions processing and notification.

JAMSS supports Joint Vision 2010 through improvements in the area of focused logistics. In addition, improved asset visibility and ammunition management will allow more efficient usage of combat resources.


BACKGROUND INFORMATION

JAMSS was conceived to fulfill the function of ammunition management for DoD in accordance with the Corporate Information Management Strategy. It will address the ammunition management requirements established by Congress, OMB, OSD, and DoD components. JAMSS will not cover nuclear weapons and their components or any other munitions with a security classification above Secret.

In January 1996, JAMSS was designated an Acquisition Category IAM program due to congressional interest at a time when Economic Analysis and Business Area Analysis were being conducted. Funding problems caused an unacceptable slip in the program's deployment schedule. The Mission Needs Statement and Operational Requirements Document were released in February 1997 and followed later that month with a Milestone 0 decision. The development contract was awarded to Electronic Data Systems as the prime contractor. A Milestone I/II decision occurred in June 1997. The program acquisition strategy places significant responsibility of system architecture and developmental approach in the hands of the contractor.


TEST & EVALUATION ACTIVITY

Test activity has not occurred. The DOT&E-approved TEMP provides for four separate OT&E events for each Service, starting with the Marine Corps in March 1999. Army OPTEC is the OTA for JAMSS for all Services. The last OT will be conducted for the Air Force in August 1999, when the IOC of JAMSS for all Services is planned.


TEST & EVALUATION ASSESSMENT

The JAMSS program office has developed a sound test and evaluation approach. System security may be an issue since the Services have conflicting requirements regarding the protection of JAMSS data. Qualification tests, formal reviews and audits, OT readiness reviews, and Site Acceptance Tests will precede OT for JAMSS systems. The entry criteria for OT are well developed and should provide for successful OT. It is envisioned that there will be a joint OT with excursions to address Service unique requirements.
