DLA Contingency Support Team (DCST) Program
The National military strategy calls for the Department of Defense (DoD) to be capable of fighting and supporting contingencies. In support of this strategy, the Defense Logistics Agency (DLA) has formed Contingency Support Teams (DCSTs). DCSTs provide DLA liaison officers and functional experts under the command of a DCST Commander. These teams can be rapidly deployed to provide support to a Combatant Commander (COCOM), Joint Task Force, Service Components, or Subordinate Unified Commands during regional conflicts, contingency operations, mobilization, emergencies, flexible deterrent options, exercises, or other situations.
DCST teams are comprised of active, reserve, and civilian personnel. While deployed, the DCST is under the operational control of the theater commander, who may further delegate this duty as required. The number of required, dedicated, reserve, DCST assets crosses all of the military services.
Logistics Assistance Team (LAT)
Provide integrated supply management support for the DCST supply management teams for all DLA managed materiel required in-theater. Establish customer services support. Determine availability and source of supply. Provide guidance on all DoD and DLA regulations and procedures in reference to DLA commodities. Authorize deviations from these regulations as appropriate to in-theater operations. Provide in-transit visibility of DLA items and coordinate packaging, shipping, movement, and priority of DLA items.
Disposal Remediation Team (DRT)
Manage and operate the disposal function, to include hazardous waste disposal required in-theater. Be an asset in negotiations with host-nation agreements in disposal and resale. Negotiate with host on sale and disposal of hazardous waste. Coordinate retrograde of hazardous waste if host nation refuses in-country disposal. Negotiate contract for termination of host nation or United Nations oversight during re-deployment. Obtain and provide storage and care of theater Defense Reutilization and Marketing Office (DRMO) assets and reutilization of same to supported units. Provide demilitarization, downgrading of material to scrap, cannibalization, and sale or donation of surplus property.
Distribution Operations Team (DOT)
Serve as liaison between DLA and the theater commander, or the Federal Emergency Management Agency (FEMA) through DOMS during disasters in the United States (US). Provide visibility of DLA items in-transit or storage. Provide customer assistance in determining item availability and subject matter experts in distribution, warehousing, traffic management, procurement, and fuels. Execute emergency warehousing operations in conjunction with DOM and FEMA in a US disaster.
Fuel Support Team (FST)
Serve as liaison between DLA, the Defense Energy Support Center (DESC), the Defense Fuel Region(s), and the theater Joint Petroleum Office. Provide quality assurance for petroleum matters. Conduct quality surveillance of US bulk fuel.
