Structure and Commanding Authorities
From the moment of the creation of the Armed Forces of Ukraine as an independent state, Chief Directorate of Intelligence of the Ministry of Defense of Ukraine cooperates with special purpose agencies of many countries in spheres, where their interests coincide. Among them are first of all the struggle against international terrorism, drug trafficking and illegal trade of the armament etc.
By the law of Ukraine "About intelligence services of Ukraine", signed on February 23, 2001 the organizational structure of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine was determined. It includes: operational, analytical and functional elements (agencies, services, departments).
For the first time in the practice of Ukrainian intelligence a press-service was created, which is responsible for liaison with publicity and mass media.
The President of Ukraine appoints commandant of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine.
The President of Ukraine conducts general coordination of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine according to the Constitution of Ukraine.
Direct commandment of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine is conducted by its commander, who is appointed and resigned by the President of Ukraine provided by candidatures by the Minister of Defense of Ukraine.
Commander of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine is Colonel General GALAKA Alexander
First Deputy of the Commander of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine is Major General Sevostianov Volodimir Mihailovich.
Deputy of the Commander of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine is Lieutenant General Legominov Volodimir Ivanovich.
Deputy of the Commander of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine is Major General Pashkovsky Stanislav Dominikovich.
Deputy of the Commander of Chief Directorate of Intelligence of the Ministry of Defense of Ukraine is Major General Radkovets Yuriy Ivanovich.

1.In June 28, 1996 Verkhovna Rada adopted the Constitution of Ukraine
Article 17. The supreme tasks of the State are sovereignty and territorial integrity of Ukraine protection, economic and informational security provision.
The Armed Forces of Ukraine are in charge of defense of Ukraine, its sovereignty protection and inviolability.
The Armed Forces of Ukraine and other military formations can not be available for citizens rights and freedoms restriction or for the Constitutional regime, the state bodies overthrowing prevent their functioning.
2. Verkhovna Rada Regulation "About National Security of Ukraine (state policy fundamentals)" of January 16, 1997
National Security of Ukraine is a compulsory condition for retaining and augmentation of cultural wealth and materials as a sort of protection measures of vital individual, social and state benefits from outside and internal menace.
National Security priorities:
- Citizen -his rights and freedoms;
- Society - its cultural wealth and materials;
- State - its Constitutional structure, sovereignty, territorial integrity and inviolabilities of borders.
National Security principles:
- Human law priority;
- Supremacy of law;
- Contractual (peaceful) conflict resolutions priority;
- National interests protective measures compliance with the real and liable danger;
- Military sphere and other establishments within the national security system Civil Control;
- To maintain individual, social and state equilibrium and their mutual accountability;
- State bodies of power distinct authority distribution.
National Security state policy of Ukraine trends:
In military sphere:
- Creation of effective measures and integration activities for armed conflicts and liable aggression neutralization, localization and damage control procedure;
- Efforts elimination for national borders and territorial integrity of Ukraine violation;
- Military establishments democratic Civil Control;
In communication sphere:
- Activation complex measures for protection national information space and International Information Space access for Ukraine;
- Determination and Removal informative discrimination motives of Ukraine;
- Removal negative factors informational space violation, foreign informational expansion;
- Essential facilities and regimes development and application for reception, storing, distribution and utilization socially significant information, creation of up-dated informational infrastructure.
3. the Law of Ukraine "About Defense of Ukraine" of October 5, 2000 No.2020-III
Article 10. Fundamental functions of the Ministry of Defense of Ukraine conducts intelligence, analytical and informational activity for National Security and Defense of the State, analyzes military-political situation and determinates armed danger level for National Security of Ukraine; intelligence activities for National defense run under the legislative acts of Ukraine.
Article 11. Fundamental functions of the General Staff of the Armed Forces of Ukraine conducts intelligence, analytical and informational activity for keeping up the Armed Forces of Ukraine in constant combat readiness, it has an appropriate structural body in its disposal for this aim.
Article 13. Functions of other Central Bodies of the Executive branch in defense sphere
Functions of intelligence, informational and analytical agencies for National Security are determined by the Regulation about these organizations, adopted by the President of Ukraine.
4. The Law of Ukraine "About the Armed Forces of Ukraine" of October 5, 2000 No. 2019-III
Article 10. The Ministry of Defense of Ukraine in the Armed Forces Command Sphere Authority
The Ministry of Defense of Ukraine:
Implements military-political and administrative control over the Armed Forces of Ukraine;
Exercises state policy in the system of the Armed Forces of Ukraine, trains to perfection fundamentals and directions of their development, in peace and emergency;
Provides comprehensive support, well-functioning, mobilization and combat readiness, personnel replenishment and training, financial support and military for the Armed Forces of Ukraine, acquisition according to their requirements, determined by the General Staff of the Armed Forces of Ukraine in the frame of the State Budget;
Exercise intelligence, informative and analytical activity to facilitate the Armed Forces tasks implementation;
Regulates mutual relations with state power bodies, civil organizations and citizens, military international and military-technical cooperation, the national legislation adherence in the Armed Forces of Ukraine;
Accomplishes another functions, provided with the law.
State enterprises may implement special items of supply for the Armed Forces. They are formed under the Ministry of Defense provided procedure.
The Ministry of Defense activities run under the legislation and Regulations, adopted by the President of Ukraine.
The Ministry of Defense of Ukraine structural intelligence, informational and analytical agencies functions for State Security and Defense run under the Regulation, adopted by the President of Ukraine.
5. the Law of Ukraine "About intelligence agencies of Ukraine" of March 22, 2001 No. 2331-III.
This law determines organizational and functional fundamentals special state bodies that carries out intelligence activity for National interests protection from the danger outside, their activity control and also the legal status and social guarantees of their personnel.
Intelligence agencies of Ukraine activity principles:
- Legality, honor, human and citizen rights and freedoms;
- regularity; legal (un) conventional methods and measures combination;
- intelligence scopes of activity distribution, cooperation and coordination of their activities; efficiency and self-dependence intelligence information distribution; non- political status; legal accountability to the appropriate state power bodies
- intelligence agencies can not be used for special tasks accomplishment, provided with this Law.
Intelligence agencies of Ukraine fundamental tasks:
Intelligence data processing, procurement and distribution to the legally provided state power bodies;
State policy implementation special activities facility in economic, political, military, military-technical, environmental and informational spheres, defense capacity strengthening, economical and scientific research development of Ukraine;
Regular functioning state establishments of Ukraine abroad, personnel and their families in the country of permanent residence protection, and citizens of Ukraine abroad for ? mission, acquainted with the state secret;
International organized crime struggle, terrorism especially, drugs illegal distribution, illegal weapon distribution and its production, illegal migration.
Designated in the Law of Ukraine "About criminal investigation activity", with the peculiarities, provided with this Law.
Intelligence agencies of Ukraine methods and directions of their activity should not be injurious to human life, health, dignity and honor.
Citizen personal life, dignity and honor information, leaked out by the intelligence agencies while investigation, should not be disclosed except legally provided cases.
Intelligence agencies of Ukraine:
Security Service of Ukraine - acts for State in political, economical, military-technical, scientific research, informational and environmental spheres;
The Ministry Of Defense of Ukraine - determines military danger level, defense and State interests in the fields of: military, military-political, military-technical, military-economical, informational and environmental;
Specially authorized body for the Bordguard of Ukraine of the Executive branch of the state power - for state bordguard and immigration policy improvement and other spheres bordguard of Ukraine and its sovereign rights in exclusive (maritime) economic zone and continental shelf.
Intelligence activity performance for national security and defense information is prohibited for other state power bodies, enterprises, establishments and organizations despite the form of property and natural person not provided for the Law.
Under the Constitution of Ukraine the President implements General authority over the intelligence agencies.
Executive branch central bodies executives performs control over intelligence agencies within the authority, provided with the Law and Regulations about the appropriate intelligence agencies, adopted by the President of Ukraine, and facilitate their regular functioning.
Intelligence agencies of Ukraine act under their chiefs' direct control that appointed and resigned by the President of Ukraine with the appropriate executive branch central bodies executives proposals.
The President of Ukraine performs intelligence agencies activity coordination with the National Security and defense Council of Ukraine headed by him that acts under the Law of Ukraine "about the National Security and defense Council of Ukraine".
The President of Ukraine also determines intelligence agencies activity coordination procedure at special period of time.
Intelligence agencies of Ukraine rights
To cooperate on the confidential basis with the adults, capable, free willing citizens;
To receive legally essential information from any state power bodies, enterprises, organizations and establishments, banks especially despite the form of property, including the computer-aided reference systems, data banks etc.,
To profit other state agencies, enterprises, establishments and organizations consultants and experts services, paid as well,
To use official premises, vehicles and other equipment on the contract basis of enterprises, establishments and organizations despite the form of property and with the individuals consent - appropriate their (non) dwelling spaces, vehicles and another equipment;
To set an account in foreign and national currency in banks and other financial establishments under the legal procedure;
To use records that cover personnel, premises and vehicles belonging to the intelligence agencies of Ukraine;
To launch conspiracy aimed organizational structures (units, organizations) for intelligence agencies tasks implementation and their personnel covering;
To be a customer of scientific research, design and other activities for the special measures creation, required for intelligence activities, form and employ intelligence technical facilities;
To form legally special educational and research establishments, archival depositary and publication activity?;
Organize and perform in the terms of their references state secret security in the state establishments of Ukraine abroad, including technical state secret information drain ports warning;
To provide intelligence agencies premises and objects technical protection;
To provide self-protection of the intelligence agencies of Ukraine and friendly forces and information from illegal acts and menaces.

Publications about Military Intelligence
On the 7 of September 2002 we celebrated 10th anniversary of the military intelligence of Ukraine. History proves that defense capabilities of the country and strength of its Armed For?es depends upon active, well directed activities of military intelligence, and first of all its intellectual potential - its staff, who devote their skills and experience to this occupation and for whom sovereignty, professionalism and tolerance became not only a motto but a sense of life.
Ukrainian military intelligence became nowadays one of the most important components of provision of national security in many spheres of state life and activities of its Armed Forces.
For ten years since its creation, Chief Directorate of Intelligence went through several stages. Chief Directorate of Intelligence of the Ministry of Defense of Ukraine was created in September 1992.
The man who laid the groundwork of the organization was Lieutenant- General Olexandre Skipalsky, who put a lot of effort on the stage of creation of the intelligence structure. That days legislative basis for intelligence were laid.
Lieutenant-General Ihor Smeshko continued a difficult task as for the creation of new intelligence service, under whose direction the general structure of intelligence agencies was formed.
It is exactly now when military intelligence plays a vital role in questions of state security and its provision.
A glaring example of the quality of the work conducted by the intelligence service may be words of the Commander in Chief of the Armed Forces of Ukraine the President of Ukraine L.D.Kuchma on the meeting of the MOD caucus in January of 1999 who underlined that military intelligence became one of the leading special purpose agencies of our country. According to the President of Ukraine, information, which he acquires from the Chief Directorate of Intelligence is in all dimensions generalised and analitical, and in many, cases alternate to the information he gains from other sources.
With the development of legislative basis some quality changes take place in the system of military intelligence, which has some beneficial influence on the general structure of Ukrainian national security. On February 23, 2001 the law of Ukraine "About intelligence services of Ukraine" legislatively proved activities of the military intelligence.
The present stage of reforming of the military intelligence is conducted in the frameworks of the Program of reforming of the Armed Forces of Ukraine by the Model of year 2010, taking into account further will of the state to integrate into Euro Atlantic structures and NATO. Nowadays an active process of equipping of the organic elements by state-of-the-art equipment is conducted, manning of this elements by high professional personnel.
Without doubt, intelligence agencies occupied an important place in the system of state security and security of the Armed Forces. That is why the 10th anniversary of Chief Directorate of Intelligence of the Ministry of Defence of Ukraine is a crucial element for the success of all Ukrainian military intelligence officers, who guard our independent state.
