Counterintelligence Department (DKR)
Based on the Verkhovna Rada Regulation of 20 September 1991 "On Establishment of the National Security Service of Ukraine," the secret service of the independent state was created. Counterintelligence elements are among its components, in particular the Main Counterintelligence Directorate (GUK*) and the Military Counterintelligence Directorate (UVKR*, from 17 December 1992 - the Main Military Counterintelligence Directorate - GUVKR*).
The Main Counterintelligence Directorate consisted of two directorates which dealt with counterintelligence protection and economic security and had the task to uncover and eradicate actions of foreign intelligence services and organizations against Ukraine and to protect national economic interests.
The Main Military Counterintelligence Directorate carried out counterintelligence support of Ukraine's Armed Forces and other military formations established pursuant to the legislation in force.
In accordance with the Decree of the President of Ukraine of 28 January 1998 "On the Organizational Structure of the Security Service of Ukraine," the Counterintelligence Department was established within the Headquarters' structure.
Considering the present situation, counterintelligence efforts are focused on the following directions:
- to uncover, prevent, eradicate and detect foreign intelligence attempts to exert influence on the course of events in Ukraine in the interests of their states and organizations;
- to prevent attempts of involving Ukrainian citizens in illegal activities that are damaging to national interests;
- to provide for counterintelligence protection of the Armed Forces and other military formations from human intelligence penetration into military command components and state secrets in the domain of defense; and
- to provide for the protection of military forces from encroachments by organized crime; to uncover, eradicate, and detect corrupt actions and other illegal activities among military personnel.
