PMC "Bokarev"

PMC "Bokarev" is likely a PMC created by a Russian billionaire, number 47 in the Russian Forbes rating, Andrei Bokarev, co-owner of Transmashholding and Ural Mining and Metallurgical Company, the largest engineering and mining companies in Russia. PMC " Bokareva " was first mentioned by Prigozhin in April 2023. By 01 May 2023 there was no other information about this unit in open sources.

But Prigozhin mentioned him not by chance, he doesn’t say anything by chance at all (as well as about Peskov’s son). Billionaire Bokarev is indeed a direct competitor of Prigozhin and operates completely "on his territory." He is associated with key organized crime groups in Russia (Orekhovskaya and Izmailovo), Iskander Makhmudov (translator, in this sense, Sechin's colleague), with coal - ("Kuzbass-Donbass"). It was for highlighting the participation of S. Chemezov in the celebration of Bokarev's birthday that the telegram team Sobchak sat down (and she almost sat down herself). Any attempts to build new, serious institutions without powerful information support, without building a brand, are doomed to failure. PMC "Wagner" has taken a dominant, monopoly position in its class, in order to compete with it, a brand comparable in strength was needed.

A businessman from Yekaterinburg, Iskander Makhmudov, is not far behind Altushkin. According to the source, he also launched the process of creating his own PMC. In this endeavor, he is assisted by Sergei Alpatov, who heads the SEB FSB [the Economic Security Service (Fourth Service) of the FSB].

Russian oligarchs Iskandar Makhmudov and Andrey Bokarev are closely linked to the Kremlin, are among the largest state contractors in the country, were co-owners of the Kalashnikov concern, and now supply diesel engines for Russian warships through their Kolomensky Zavod. This does not prevent them from having a successful business in Latvia - in particular, they own a large stake in the Riga electric machine plant Rigas elektromašinbuves rupnica (RER).

The business history of Makhmudov and Bokarev began with the holding of common funds and money laundering of organized criminal groups. Makhmudov and Bokarev were defendants in several criminal cases as entrepreneurs through whom criminal money was laundered. In the German criminal case of 2007, they appear as holders of the common fund of the Izmaylovskaya organized crime group, and the materials of the Spanish criminal case of 2008 state that money from the Tambovsko-Malyshevskaya organized criminal group was also laundered through the UMMC they own.

Despite this background and current links to defense orders, oligarchs are only on the UK sanctions list. Through their companies UMMC, Kuzbassrazrezugol, Transmashholding and others, they have become one of the largest government contractors in Russia. They are oligarchs and suppliers of the Ministry of Defense. One of their business partners in the Kalashnikov arms concern was Alexei Krivoruchko, now Russia's Deputy Minister of Defense. Bokarev and Makhmudov left the Kalashnikov, but continued to supply diesel engines for Russian warships through their Kolomensky Zavod.

In Latvia, they have no problems with the law, moreover, their Riga plant receives money allocated by the EU entrepreneurship support funds. Through a chain of legal entities (Violan LLC and Elarium LLC), Iskandar Makhmudov and Andrey Bokarev own 20% each in TransComponent Holding. The remaining shares are shared by their partners, less known to the general public.
