General Intelligence (Mukhabbarat al-Amma)

Formally established with the 1994 Cairo agreement, General Intelligence (Mukhabbarat al-Amma) is the primary intelligence arm of the Palestinian Authority (PA), consisting of an estimated 3,000 officers. GI engages in domestic and foreign intelligence-gathering, counter-espionage operations, and prevention of domestic subversion, as well as acting as liaison with foreign intelligence agencies.

Long-time head of GI, Amin al-Hindi, resigned in July 2004 in the wake of widespread demands for PA reform, and a series of kidnappings that undermined authorities and spoke to increasing chaos in the Palestinian territories. Al-Hindi's acting replacement, Tareq Abu Rajab, escaped an assassination attempt by gunmen in the Gaza Strip in late August 2004 while on his way to work. He suffered significant injuries, while one of his bodyguards was killed, and two others injured.
