Hai Xun 09 - 10,000 ton-class maritime patrol vessel

The 10,000-ton-class maritime patrol ship "Hai Xun 09", the largest in scale, advanced equipment, and strong in comprehensive capabilities in China, was successfully released from the Guangzhou Huangpu Wenchong Shipyard dock 29 September 2020. The ship has a mighty appearance, smooth hull lines, a patchwork overall shape, a strong sense of hierarchy, and a strong visual impact. "Hai Xun 09" is currently the largest maritime law enforcement official ship in China; it integrates maritime cruise and rescue and has comprehensive command capabilities in far-reaching seas. It is an important dynamic law enforcement platform for cruise law enforcement, emergency coordination command and maritime pollution prevention command in China.

Guangdong Maritime Safety Administration signed a contract for China's first 10,000 ton-class maritime patrol vessel on 26 March 2019, which experts said could sail the high seas and provide assistance to Chinese and foreign ships in need. Under the contract, the ship will be constructed by Huangpu Wenchong Shipbuilding Company under China State Shipbuilding Corporation Limited, according to a statement the company released.

Designed by the China Shipbuilding Industry Corporation's No.701 Research Institute, the ship is 165 meters long and 20.6 meters wide and have a displacement of 10,700 tons, according to the statement. It can carry multiple helicopters and cooperate with its refueling, life-saving and search operations. The speed is not less than 25 knots per hour in the designed loading state, and the endurance is not less than 10,000 nautical miles at an economic speed of 16 knots. It can cruise and perform law enforcement operations for at least 90 days at sea; the ship can be safe under 9 sea conditions and 12 Beaufort wind conditions For navigation, the helicopter can take off and land under the conditions of level 6 sea state and level 8 wind, and has the ability to take off and land at night. The ship has excellent environmental performance, uses low-sulfur oil to reduce sulfide emissions, and is equipped with a denitration system to reduce nitrogen emissions.

The ship will become China's first 10,000-ton class maritime patrol vessel and act as the country's flagship for high seas patrol and rescue operations, serving China's strategy of becoming a major ocean power.

South China's Guangdong Province is an important starting point and a coastal hub of the China-proposed Belt and Road Initiative (BRI), Li Jie, a Beijing-based naval expert, told the Global Times on 27 March 2019. The large maritime patrol vessel could play a significant role as Guangdong will face more and more maritime tasks as the BRI develops, Li said. Missions for the ship will include comprehensive law enforcement, emergency search and rescue, ensuring navigation safety of other vessels, taking part in international maritime exchanges and cooperation and conducting maritime-related trainings, the statement said.

As a large ship it can carry more sailors, personnel and equipment and sail in rough seas, Li said, noting that it can also carry out longer missions and sail further distances than smaller patrol vessels. The ship could have a crew of 100, accommodate 200 people rescued and host multiple types of helicopters, files show.

Li said the ship will not only rescue Chinese ships in peril, but also help foreign ones in need. The vessel should be delivered within two and a half years, according to a procurement notice released by Guangdong Maritime Safety Administration in April 2018. China is experienced with ships of a similar caliber, as the China Coast Guard already has two 10,000-ton class cutters, Li said.

The Guangdong Maritime Safety Administration reported on 08 January 2020 that China's first 10,000-ton maritime patrol vessel had officially started construction and is expected to be listed into the bureau after completion. After the ship is built, it will become the largest and best equipped maritime patrol ship in China.

The large-scale maritime patrol ship has a comprehensive command of the deep sea that integrates maritime cruise and rescue. The reporter learned that there are currently five ships over 1000-ton in Shanghai, of which the “Haixun 01” law enforcement in Shanghai has the largest displacement of 5,418 tons.

According to reports, the maritime patrol ship was designed by China Shipbuilding Industry Corporation 701 Research Institute. It can carry multi-type helicopters and has high sea conditions. Ability to cross-sea safe cruise and emergency search and rescue.

The Guangdong Maritime Safety Administration pointed out that the ship is the flagship command of China's deep-sea cruising and rescue integrated command. After its completion, it will greatly improve the level of safe operation guarantee for serving Guangdong, Hong Kong and Macao, and provide protection for the implementation of important tasks such as deep-sea search and rescue.

The largest maritime cruise ship currently in service in China is the "Hai Xun 01" ship of the Shanghai Maritime Safety Administration, with a designed displacement of 5,418 tons. The world's largest maritime law enforcement ship is China's "Marine Police 3901" ship, with a full load displacement of 12,000. Ton. The 10,000-ton large sea cruise ship has a full-load displacement of 13,000 tons. After being officially listed, it will become the world's largest tonnage and well-equipped maritime law enforcement official ship.

In addition to being large, the most impressive thing about "Hai Xun 09" is its advanced information and intelligence. The ship has a maritime data center, formation self-organizing network, digital trunking and other communication methods, and multiple satellite systems including Beidou. It has strong dynamic perception, monitoring and early warning, information collection and processing and transmission, integrated command, maritime affairs Supervision and other capabilities.

The ship has an intelligent engine room monitoring system, which is equivalent to a general practitioner for the ship, which can monitor the use status of the main propulsion system and generator set equipment in real time. This is currently the first official ship of China Maritime to obtain the intelligent engine room symbol. The ship is equipped with a variety of communication means to achieve full coverage of near shore, near sea, and far sea; it is also equipped with advanced law enforcement work boats, through the navigation control system, sensor system, communication system, to achieve manned, unmanned and remote operation.

The ship is proficient in law enforcement, emergency response and pollution prevention. It can perform the duties of maritime cruise law enforcement, emergency coordination command, and maritime anti-pollution command. As the command center of the fleet, it serves as the command ship during formation cruises; it has certain deep sea life search and rescue capabilities, emergency material storage and provision capabilities, Realize multiple functions such as integrated air and sea law enforcement, personnel and material transfer centered on the ship.

At the same time, "Hai Xun 09" has global cruise rescue functions, and will become an important platform for China to participate in the handling and communication and cooperation of emergencies in the global maritime field. The Maritime Safety Administration of the Ministry of Transport will speed up the establishment of a maritime fleet capable of global navigation and deep sea operations based on technological innovation and informatization and intelligence, and create "land, sea, air and sky" integrated water transportation safety guarantee facilities and equipment System, strengthen the ability to guarantee far-reaching maritime services, and make greater contributions to the construction of a strong transportation country and a strong maritime country.

China's Coast Guard introduced a graphic image of their future large patrol boat model, what is surprising is that its design has a lot of similarities with the Type 055 destroyer. The huge surface space makes it easy to set up a huge flight deck and hangar, and it can carry helicopters such as Z-8 for air patrol law enforcement, making it a powerful three-dimensional law enforcement capability. The analysis believes that the new 10,000-ton maritime police ship will effectively complement China’s current 10,000-ton maritime patrol ship after its completion and service.

Even if the other side's illegal ship resists law enforcement, then our large maritime police vessel can stay in the wind in the collision between the ships of both sides. It can use the huge hull to directly collide and drive away the opponent's ships, interfere with the actions of the opponent's ships, and create favorable opportunities for law enforcement. This is one of the major reasons why our country wants to build a 10,000-ton coastal police vessel. Moreover, the large tonnage can also improve the living environment of the crew on the ship, enhance the endurance of the ship, and so on. These advantages are very much needed by the coast guard ship.

Starting from July 1, China's maritime police force was officially placed under the leadership of the armed police force. And this change of affiliation has made us marine police once again attracted people's high attention. As we all know, due to factors such as the situation in the relevant regions, my country has paid more and more attention to the construction of maritime police in the past five or six years. In fact, some experts believe that the current growth rate of our maritime police strength is even no less than that of the navy. This means that China is currently having a "Second Navy" that is also growing rapidly.

China had two 10,000-ton-class maritime patrol ships, namely the Coast Guard 2901 and the Coast Guard 3901. Both have a full load displacement of 12,000 tons, and both have the same weaponry and equipment. Equipped with a 76mm main gun, two secondary guns and two anti-aircraft machine guns. However, the Marine Police 3901 has also set up a helicopter take-off and landing platform and hangar, which can carry Z-8 helicopters for missions.

These maritime rights disputes that have erupted in the East China Sea and the South China Sea are in fact only maintained at a stage of maritime confrontation, and are far from reaching the stage of warfare. Therefore, the weapons and equipment equipped by the maritime police ship are still "useless" in most cases. What is really useful is the tonnage of maritime patrol ships. For example, in the process of law enforcement by our maritime police, maritime police ships with huge tonnages often bring a strong deterrent force.

On 06 July 2018, Guangdong Maritime Safety Administration announced that it will entrust Huangpu Shipyard to build the largest 10,000-ton-class maritime patrol ship in China’s history. The birth of this ship will greatly enhance China’s maritime law enforcement and enforcement in the southern waters. The search and rescue capability will undertake a series of maritime law enforcement activities such as cruise supervision, search and rescue command and emergency handling in the southern waters, which will play a huge role in maintaining China's maritime sovereignty more effectively.

It is worth noting that, judging from the photos released by Huangpu Shipyard, this new 10,000-ton giant ship is just like a replica of the 055 large destroyer, but it does not have the intensive weapons and equipment on the 055. Experts say this shows China’s military-civilian integration strategy. The in-depth advancement of the shipbuilding industry, as well as the strong strength of the shipbuilding industry.

According to reports, the new 10,000-ton-class maritime patrol ship has a displacement of more than 12,000 tons, a length of 165 meters [536 feet], a width of 20.6 meters, and a draft of 9.5 meters. It can carry 100 crew members, in addition to 200 rescued personnel. The ship has world-class comprehensive law enforcement capabilities, and can also serve as the flagship of the law enforcement fleet, leading a large number of law enforcement ships to perform missions in the open sea. In the field of maritime rescue, the 10,000-ton maritime ship can conduct integrated maritime and air law enforcement for the 110 nautical miles around the ship, as well as conduct personnel transfer and night search and rescue operations.

In the field of weapons and equipment, China’s previously built 10,000-ton coastal police ships 2901 and 2902 are equipped with 76mm rapid-fire guns, 20mm secondary guns, and anti-aircraft machine guns. The new 10,000-ton law enforcement ships are also expected to be equipped with similar basic self-defense weapons. It will not be equipped with more offensive equipment. In fact, experts say that the most commonly used weapon for maritime police and maritime law enforcement ships is actually "water cannons" when facing maritime conflicts, and when more intense, they are collisions between ships. Squeeze, if you really need to use weapons, just send out naval ships directly.

The new-type 10,000-ton maritime patrol ship has superb defensive capabilities, can withstand level 12 typhoons, meet the requirements of unlimited navigation areas, and can take advantage of its "strong ship and thick armor" tonnage in law enforcement at sea to enforce law enforcement against neighboring countries. The ship has formed an overwhelming advantage. In fact, for China’s 10,000-ton law enforcement ship, military experts from many countries, including the United States, believe that this is a symbol of strong national power and has completely changed the previous maritime law enforcement “game”. China's control over maritime rights and interests has become stronger.
