Headquarters II - Intelligence is responsible for assisting and advising the Head of Estado Mayor Conjunto de las Fuerzas Armadas [EMCFFAA] in the development of plans, programs and directives on matters related to the specific activities of Military Intelligence. Functions are to assist and advise the JEMCFFAA in the development of plans, programs and directives on issues related to the specific activities of Military Intelligence, in order to contribute to the development of the Military Strategy. Tasks are to guide and coordinate the effort to obtain information from Strategic Military Intelligence and produce that level, to meet the needs of joint military planning and strategic management.
Military Intelligence organizations constitute a particular subsystem within the National Intelligence System called the Joint Military Intelligence System. This system reports to the President of the Nation through the Minister of Defense, whose main advisory organization is the Joint Military Intelligence Committee. Thus Committee, chaired by the Minister of Defense, is formed by Ministry and by Armed Forces representatives.
The structure of the Joint Military Intelligence System is based on functional relationships between its members and not on a command chain. The Chief of Intelligence of the Joint Staff coordinates the whole system and provides the guidelines required to obtain and produce military strategic intelligence only, i.e. information on specifically military and Defense matters. From the organizational point of view, every Service intelligence organization reports to its respective Chief of Staff and its personnel and budget come from its own Service. All military intelligence activities address only foreign issues since, according to the National Defense Act, such matters related to domestic policies of the country cannot be considered - in whatsoever manner - as conflict hypothesis or scenarios for any military intelligence agency.
Under the Argentina National Defense Act, Act 23.554 of 13 April 1988, " The highest Intelligence agency shall provide the required information and intelligence at the national defense strategy level. Intelligence at the military strategic level shall be under the responsibility of the intelligence agency which shall interact with the Armed Forces intelligence organizations under the direct and immediate control of the Defense Ministry. Domestic policy matters shall under no circumstances be assumed as a scope of work for military intelligence agencies."
Despite the clarity of the legislative mandate with the enactment of the laws of National Defense in 1988 and National Intellince in 2001, circumscribing the scope of action of Military Intelligence, there had been no changes cultural, doctrine or organnizational to suit the demands posed the new regulatory framework.
The Institute of Intelligence of the Armed Forces [Instituto de Inteligencia de las Fuerzas Armadas], is an educational institution whose mission is to train military and civilian personnel of the Armed Forces as specialists in military intelligence, so they are ready to successfully face the challenges specific needs, joint and combined impose on National Defense. Also, it projects its educational level civil action through a postgraduate specialization in strategic intelligence analysis.
The experiences in the field of the Argentine armed forces and the features that are emerging in the conflicts of the century, led to a redefinition of the system of military intelligence, being decided in February 2000, the unification of schools intelligence he had each of the Forces for training their respective staff. Under this, on 10 March 2000 the Minister of Defense signed the resolution No. 200, by which the Institute of Intelligence of the Armed Forces, was created from that point, deactivating existing schools in each Forces. At present the Institute organically depends on the Joint Staff of the Armed Forces and has its establishment in the city of Buenos Aires. Since 2004 is Associated Academic Unit Aeronautical University Institute.
