AN/SYQ-23 Joint Service Imagery Processing System (JSIPS-N)

JSIPS Logo The ability to access imagery has revolutionized targeting aboard the carrier, and the ability to access real time information of all descriptions is invaluable. The Joint Servide Imager Processing System - Navy (JSIPS-N) is a shipboard digital imagery system with the capability to receive, process, exploit, store, and disseminate imagery products and imagery derived intelligence reports based upon muti-source imagery from national and tactical sensors. The primary purpose of JSIPS-N is to increase the self-sufficiency afloat of tactical aviators and strike, naval fire support and expeditionary force planners in the precision delivery of ordnance. Future weapons systems such as Joint Direct Attack Munitions (JDAM) and Joint Stand-Off Weapon (JSOW) will depend on JSIPS-N to provide near real-time reconnaissance imagery to derive target/aimpoint coordinates to the level of accuracy required to achieve mission success. The system will be installed in intelligence and mission planning spaces onboard aircraft carriers, amphibious assault ships (LHA/LHD), as well as at three shore sites. JSIPS-N provides afloat national imagery reception, ground station for tactical reconnaisance and unmanned aerial vehicles, and intelligence exploitation. Segments of JSIPS-N will also be installed on fleet flag ships (LCC/AGF) and in Rapid Deployment Suites (RDSs) deployed as part of unified commands (USCINCLANT and USCINCPAC) for the Tomahawk Afloat Planning System (APS).

System design is based on the integration and upgrade of functional capabilities in three primary components. These include the Digital Imagery Workstation Suite Afloat (DIWSA) which is a shared resource with the Afloat Planning System (APS), the Tactical Input Segment (TIS) which is a modification of one segment of the USAF lead JSIPS program and the NIS which is procured through the Defense Dissemination Program Office (DDPO). The DIWSA and PTW provide Softcopy Exploitation Segment (SES) functionality to enable targeting of Precision Guided Munitions (PGM). In addition, JSIPS-N will electronically interface with the Joint Maritime Command Information System (JMCIS), Joint Deployable Intelligence Support System (JDISS) and Common High Bandwidth Data Link Shipboard Terminal (CHBDL-ST).

Major JSIPS-N components include Digital Imagery Workstation Suite Afloat (DIWSA), Precision Targeting Workstation (PTW), Strike Planning Archive (SPA), National Input Segment (NIS) Dissemination Element (DE), and Tactical Input Segment (TIS).

  • Digital Imagery Workstation Suite Afloat (DIWSA) is the "high end" system which is capable of extensive softcopy image processing, exploitation, and mensuration. It is also capable of digitizing small amounts of hardcopy imagery for the same purposes.
  • Precision Targeting Workstation (PTW) is the "low end" softcopy exploitation system which supports Tactical Air (TACAIR) mission planning evolutions through imagery exploitation capabilities where precise coordinates are not required, perspective scene imagery file generation, DIWSA image product manipulation, and electronic target folder production.
  • Strike Planning Archive (SPA is a standards-based bridge which allows wide user access to JSIPS-N products and services while isolating tactical users from JSIPS-N hardware/software requirements and the Special Compartmented Information (SCI) security envoronment.
  • National Input Segment (NIS) Dissemination Element (NISDE) serves as a communications interface and processor system to receive near real-time imagery from national sources. Due to the nature of data it processes, the NIS must operate at, and located in shipboard intelligence and mission planning spaces classified at the TS/SCI level.
  • Tactical Input Segment (TIS) incorporates a Common Imagery Processor (CIP) as the primary sensor processing element. The CIP is a multi-sensor processor capable of accepting raw imagery and auxiliary support data necessary for exploitation from existing communications links and magnetic media, formatting the data into exploitable imagery, and transferring this information to other segments of JSIPS-N in common data formats.

The US Air Force (ESC/ICI), under the sponsorship of the Program Executive Officer, Cruise Missiles Project and Unmanned Aerial Vehicles Joint Project, has developed a shipboard version of the Joint Service Imagery Processing System (JSIPS) Tactical Input Segment (TIS) for the Navy. The TIS is the digital imagery interface between the airborne sensor and the ground exploitation workstation and is an integral part of the JSIPS-N.

The National Input Segment (NIS) and Precision Targeting Workstation (PTW) of JSIPS-N will also be added to vans employed as unified CinC Rapid Deployment Suites (RDS) for the TOMAHAWK Afloat Planning System (APS). The system will provide highly accurate target coordinates, target offsets, and the latest available imagery to embarked Battle Force/Battle Group (BF/BG) staffs, tactical aircraft (TACAIR) strike planners, Special Operations Forces (SOF), and Marine forces afloat.

The JSIPS-N, hosted on the Digital Imagery Workstation Suite Afloat (DIWS-A), is now becoming operational on all Navy aircraft carriers and amphibious assault ships plus several ashore installations and Rapid Deployment Suites. For the first time, Navy commanders will have the capability to rapidly plan and execute precision strike missions in a true sensor-to-shooter environment. JSIPS-N provides the capability to receive imagery in real/near real-time from virtually any source, national or tactical, and in virtually any format. JSIPS-N enables the creation of timely, highly accurate imagery information. It supports the rapid exploitation and dissemination of imagery products to meet staff, mission planning and intelligence requirements. JSIPS-N, in conjunction with two other GDE Systems products - DIWS-A* and the Precision Targeting Workstation (PTW) - is introduced into the fleet today and gives the U.S. Navy unprecedented capability in the employment of precision strike weapons. Ashore or afloat, the U.S. Navy will be able to create the electronic target folders and target reference scenes required for PGMs, create the perspective scenes required for mission preview and rehearsal, and create accurate, precisely mensurated imagery products to support all strike warfare requirements.

JSIPS-N is supported by several approaches and strategies. The first, adopted at the onset of the project in late 1990, was to mirror the acquisition strategy of the Afloat Planning System (APS) whenever possible. JSIPS-N uses the same hardware for the Digital Imagery Workstation Suite Afloat (DIWSA) and off-the-shelf (OTS) buys of tactical computers (TAC-3 and -4) as the APS program. As a result, these consolidated procurements have helped reduce the unit cost of DIWSA by half from 1994 through 1997 while unit costs have declined with each succeeding TAC buy. JSIPS-N continues efforts to migrate to nondevelopmental commercial equipment to achieve decreased unit costs, common logistics support, and standardized training.

The Project is heavily dependent on the US Air Force for procurement of the National Input Segment (NIS) and the Tactical Input Segment (TIS). A major upgrade to the production TIS is planned with the goal of reducing the footprint of the Engineering Development Model while increasing the number of sensor types capable of being processed by the system. Central to this upgrade is the Common Imagery Processor (CIP), a Defense Airborne Reconnaissance Office (DARO) initiative, which will insure compliance with the Common Imagery Ground/Surface System (CIGSS) architecture. A color Screening Workstation with rudimentary exploitation capabilities and an Uninterruptable Power Source will also be added via this upgrade. Commercial-Off-The-Shelf (COTS) equipment shall be used where possible to reduce proprietary hardware, software and firmware.

Input to the TIS will be either by data link, through the Common High Bandwidth Data Link - Shipboard Terminal (CHBDL-ST), or by Mission Tape Cassette Recorder (TCR), one of two TCRs contained within the TIS. The TIS will output processed imagery in NITF 2.0 format to a Strike Planning Archive (SPA) where it will be stored for later retrieval and exploitation on other components of the JSIPS-N.

The Air Force, as the executive agency, will acquire a minimum of twenty seven (27) TIS units over a period of four years, commencing in Fiscal Year 1998, for use by the Navy. The vehicle for this acquisition is to be the Recce/Intel Ground Systems (R/IGS) Products and Services contract. Twelve (12) units are planned for installation aboard aircraft carriers, twelve (12) aboard amphibious assault ships, and three units at shore sites as these systems become available.
