GCCS Integrated Imagery and Intelligence (I3)
In addition to DII COE-compliant applications which are unique to the Naval Services, GCCS has developed segments which are of broader, general purpose value. These applications fall under the purview of GCCS-I3. Among these are segments which enable fusion and display of multi-source and multi-media data, contributing substantially to air, sea and ground components of the Common Operational Picture (COP) of the battlespace. Although far from comprehensive, these capabilities map directly to requirements defined under J2 auspices by the GCCS Intelligence Functional Working Group (IFWG), and they constitute an important technical basis for significant, near term improvements in Joint-Service C4I system interoperability. The definition and refinement of GCCS-I3 requirements, in terms of both functionality and performance, will continue to evolve as will corresponding technical options. Proper COE-compliant implementation of these baseline capabilities will provide a "plug and play" foundation for rapid development of additional functionality by multiple Services and Agencies to approach answering the full requirement.
The Intelligence Shared Data Server (ISDS) and the Imagery Transformation Services (ITS) server and their associated applications segments are the primary components of GCCS-I3. The ISDS is the central repository for all shipboard intelligence data. ISDS databases include the MIDB 2.0 General Military Intelligence (GMI), Naval Intelligence Database (NID), Naval Emitter Reference File (NERF) and ELectronic INTelligence (ELINT) Parameters List (EPL). The ISDS also holds reference data for imagery available on the ITS that has been associated with GMI records. The ISDS has the ability to receive and process national and tactical intelligence updates. A intelligence analyst will play an integral role in managing and maintaining a current intelligence view of the battlespace. Besides serving GCCS-M Intel consumers and decision makers, the ISDS will also be the source of intelligence data for other shipboard systems including TAMPS, CTAPS/TBMCS, and the Aegis Weapons System.
GCCS Integrated Imagery and Intelligence (I3), the current intelligence support capabilities for GCCS and the main intel capabilities within GCCS-M, is getting more than its share of attention from DoD and Intel Community policy makers. By mid-1999 DISA, the GCCS Program Manager, had completed integration and security testing on I3. No major discrepancies were noted. The Joint Staff J3 and J6 are in the process of determining the fielding schedule at the Joint commands. Current thinking calls for the National Military Command Center Pentagon to be the first operational site, with CENTCOM and JICPAC close behind. Once it begins, GCCS users, both operators and intel analysts, can begin to provide near-real-time intel support to the Common Operational Picture through integration of MIDB intel data and imagery from both national and theater-organic sources. The biggest outstanding issue is how to train users and SYSADMIN personnel.
The DoD Staff (OSD C3I) decided in late 1999 to provide for intelligence support to GCCS Common Operational Picture users. OSD decided to appoint Director of Naval Intelligence (CNO N2) as the Executive Agent for Intelligence capabilities for GCCS users. OSD also provided funds starting in FY 01 for GCCS-I development, integration, testing, installation, training, program oversight, coordination and guidance. OSD directed that these funds satisfy a specific set of Joint Intelligence requirements using GCCS-I3 as the baseline capability and then build integrated solutions on top of it. GCCS-I3 will continue to exist as a multi-Service, shared development effort with a definitive business process to satisfy Service C4I intel requirements, including fleet GCCS-M intel users.
Global Command and Control system [GCCS] is a command and control system supporting the joint Chiefs of Staff (JCS) and Commanders in Chief (CINCs) in managing military assets. GCCS supports six mission areas (operations, mobilization, deployment, employment, sustainment, and intelligence) though eight functional areas:
- Threat identification and assessment
- Strategy planning aid
- Course of action development
- Execution planning
- Risk analysis
- Common tactical picture
The GCCS baseline intelligence-related requirements are:
- Imagery via a imagery product library produced by the National Imagery Mapping Agency (NIMA)
- Database via the MIDB
- Track Correlation via the GCCS Correlation Application
- Intelligence estimates via INTELINK
- I&W via Theater Ballistic Missile (TBM) Warning Segment
- Using Community On-Line Intelligence System for End Users and Managers (COLISEUM)
The GCCS implementation approach provides an infrastructure supporting migration of selected Command and Control (C2) applications into a client/server, open systems environment.
The GCCS infrastructure includes:
- A workstation client/server environment incorporating Sun SPARC servers/centers, Sun SPARC stations, Intel 486 Workstations and Worldwide Military Command and Control System (WWMCCS) Information System (WIS) Workstations (WWS) operating on an Institute of Electrical and Electronics Engineers (IEEE) 802.3 Local Area Network (LAN).
- A GCCS Executive Subsystem (GES), which resides on the Sun SPARC server and WWS and allows the users to launch GCCS applications residing on the WWS, Sun SPARC station or the Sun SPARC sever.
- An Information Management Subsystem (IMS) which resides on the Sun SPARC server and provides a single access point for Time-Phased Force Deployment Data (TPFDD)) data management among GCCS subsystems and between GCCS and the Distributed Processing System (DPS) 8000.
- A Reference File Manager (RFM) that is selected from the GES menu. RFM does for selected reference files what IMS does for TPFDD. RFM offers a menu of selected Joint Operations Planning and Execution System (JOPES) and WWMCCS reference files, and an associated list of the GCCS applications that require access to (or updates from) each file.
- A communications capability, which provides data transfer facilities among workstations, server and the DPS 8000.
