Scaleable Foreign Materiel Migration Inventory System for DOD Utilization (SCAFOMMIS)
FORMMS is an automated set of tools designed to streamline the four foreign materiel functions of acquisition (Materiel Acquisition Management Subsystem [MAMS]), inventory (Army Automated Inventory Management Subsystem [AAIMS]), exploitation (Materiel Exploitation Management Subsystem [MEMS]), and resource management (Program and Resources Management Subsystem [PARMS]). Its four integrated subsystems are ORACLE/UNIX based to accomodate the needs of the intelligence community's foreign materiel managers in the DODIIS client server environment.
The DoD is in the process of establishing a simplified baseline of the best, common information systems across the business functions of the Department. These migration systems represent a stage of process improvement designed at achieving a common set of automated processes and practices in DoD.
The DOD Foreign Materiel Program with the current multiple inventory systems maintained by the services and DIA employ a variety of platforms and applications. There is no standard nor is there a way to query the inventory databases without manually submitting a query to the individual maintaining the database and that individual performing a manual search. None of the systems are "on-line." nor interactive. In short, a classic case for a migration system.
There is a need to be able to scale the size and complexity of each inventory maintained by the Services since the requirements and number of items maintained and accounted for vary from a few hundred to sixty thousand plus. There is also a need to track where the item is located and to identify who is responsible for that item. The effort will require a cohesive integrated solution that includes not only the inventory requirements but also the acquisition management, exploitation management and fiscal management of the DOD foreign materiel program. There needs to be a standard DOD Foreign Materiel inventory at the SECRET collateral level for accountability purposes that can be readily accessed, easily used, and addressable to the needs of the individuals who maintain the inventory, those foreign materiel managers who require inventory status, and analysts who require information concerning a particular item.
The objectives of the Scaleable Foreign Materiel Migration Inventory System for Department of Defense (DOD) Utilization (SCAFOMMIS) are (1) to standardize the multiple foreign materiel inventory systems; (2) allow for a scaleable application that will fit the needs of all the users; (3) transition data from the existing inventories into the new application; (4) make the system comply with the Defense Information Infrastructure (DII) Common Operating Environment (COE) Level 5 and Y2K; (5) run on a multilevel security server (like PLATYPUS) and function with an DOD approved secure Internet Browser interface (like or equivalent to US Navy Trusted Intelink Dissemination/Access Server (TIDAS)); (6) have the ability to interface with the acquisition management, exploitation management, fiscal management portions of the FORMMS migration systems.
