Major Points: Airborne Reconnaissance Low-Multifunction (ARL-M) Deployment to Korea o In September 1996 two newly procured Airborne Reconnaissance Low- MTI (ARL-MTI) systems were successfully deployed by INSCOM to USFK Forces. Two ARL-MTI systems were acquired and fielded in less than 9 months utilizing PEO IEW&S's acquisition streamlining techniques to meet an urgent CINC requirement for Indications and Warnings (I&W) capability to replace the retiring MOHAWK capability o Key acquisition reform techniques employed: - Performance-based specifications - Minimal Key Performance Parameters (KPPs) - Extensive use of COTS/NDI - Streamlined Government oversight - Industry/Government Partnering

o Major commercial items included the platform for ARL-MTI, which is a modified commercial deHavilland Dash-7 aircraft, and an off-the-shelf MTI/SAR radar.
