
Council for Resilience, joint initiative by MFA and civil society organisations against international disinformation, begins operation

On 3 April 2025, the Advisory Council for Resilience to International Disinformation held its first meeting at the MFA headquarters.
The Council for Resilience is a new platform for cooperation between the administration, universities, local governments, civil society organisations, and business. Its goal is to build society's resilience to international disinformation and to formulate opinions and recommendations on measures to counteract this threat.
Experts from various backgrounds will jointly analyse threats associated with disinformation, develop specific solutions, including legislative ones, foster cooperation with universities and local governments, and support education and activities to increase public awareness.
"Resilience is not born from top-down orders. Rather, it is built through long-term cooperation, education, transparency, and—equally importantly—trust: in institutions, in experts, and in one another," emphasised MFA Undersecretary of State Robert Kupiecki. He added that the newly launched Council is to provide impetus to such cooperation and to enable a coordinated response from the public at large to information threats.
As part of its Presidency of the Council of the EU, Poland promotes building resilience to disinformation across the European Union by fully engaging its civil society. We want this approach to be reflected in the European Commission's European Democracy Shield, which aims to protect electoral processes as a foundation for democracy and the rule of law.
The Council for Resilience is composed of 22 experts recommended by non-governmental organisations and universities and highly reputed among over 100 entities involved in the fight against disinformation in Poland. Led by Tomasz Chłoń, the Foreign Minister's plenipotentiary for counteracting international disinformation, the Council was established by the Minister's order of 11 September 2024.
