Federal Intelligence Service to participate in Open Source Intelligence (OSINT) Centre of Excellence

Bern, 29.01.2025 -- At its meeting on 29 January 2025, the Federal Council approved the signing of a memorandum of understanding that will allow Switzerland to participate in the OSINT Centre of Excellence. This will strengthen the Federal Intelligence Service's early detection capabilities for threats, dangers and crises.

At its meeting on 29 January 2025, the Federal Council approved the signing of a memorandum of understanding (MoU) that allows the FIS to participate in the OSINT Centre of Excellence. This MoU is a legally non-binding declaration of intent and not an international treaty; it will be signed by the Head of the Federal Intelligence Service (FIS), Christian Dussey.

Centre of excellence

The OSINT Centre of Excellence is a forum for the exchange of knowledge and skills in the collection, processing and analysis of open source data. It aims to improve skills, develop doctrine and standardise procedures and methodologies for researching and analysing data from open sources at national and international levels. Security and intelligence services (or equivalent) from several European countries are participating in the Croatian-based centre of excellence, which was established in 2023.

Strengthening Switzerland's security

The FIS's participation in the OSINT Centre of Excellence will allow it to work more closely with its partners and exchange views on the collection of open source intelligence. This will contribute to Switzerland's security, in particular by strengthening its ability to identify threats, dangers and crises at an early stage, which is the primary objective of Switzerland's security policy.
