James T. Westwood - 1939-2024
James T. Westwood, born 21 November 1939, deceased at his home in Unionville, Virginia after a long illness at 12:20 on May 21, 2024 at 86 years age. He is survived by his wife Barbara Westwood and other family members. Westwood was a senior consultant, LCDR USN Ret., 1962-1982 RL SDO Cryptology, ONI U.S. Naval officer DIA, NSA National Intelligence Estimates Board.
Westwood, of Military Science and Defense Analytics, Unionville, VA, was noted for his consultants, assistance and advice in the development of this analyst over many years under the courses he taught. Westwood was a specialist in military science, with expertise in Soviet military, political, scientific, and economic affairs and in applying military science to command and control, communications, electronic warfare, intelligence operations, and systems development.
In the timeframe 1970 to 1988, Lieutenant Commander James T. Westwood, U.S. Navy, wrote numerous articles for the U.S. "Naval War College Review," with titles such as "The Barometer" (1970); "Set & Drift: A Contemporary Political Dilemma: The Impact of Intelligence Operations on Foreign Policy" (1977); "Soviet Naval Strategy: 1968-1978: A Reexamination" (1978); during which he became a specialist concerning the navy of the Soviet Union.
He also authored several articles later declassified on the website of the NSA. One was titled "Electronic Warfare and Signals Intelligence at the Outset of World War 1." In his December 1975 CRYPTOLOG article "What Are We About?", he stated " if the processing and reporting effort ever catches up with the collection effort, we would be in real trouble because we would certainly have the cart before the horse."
James Westwood, former CIA expert on fake soviet documents, had created similar fakes for disinformation. In 1998 Westwood reviewed the MJ-12 documents: a sophisticated 'authentic fake,' he said, whose authors must be within the Intelligence structure. Jim's verdict was that the 'Eisenhower briefing document," cornerstone of the UFO coverup arguments, had all the earmarks of a fake, an American disinformation document meant to fool the KGB.
Westwood surfaces from the Cold War like a rusty submarine emerging from past eras. Charles P. Vick of GlobalSecurity.org interviewed Westwood in 2008. Westwood told Vick about a black program going back to 1949 and the 1952-53 CIA project which found 'that the flying saucer phenomenon had inherent potential for both Soviet and US psychological warfare operations...'
His years of experience included service as a military intelligence officer and national intelligence estimator. Westwood held a master's degree in economics from The George Washington University and studied at Georgetown University, the University of Maryland, and the Naval War College. He was a member of the Washington Academy of Sciences, American Geophysical Union, U.S. Strategic Institute, Oceanography Society, and International Institute for Strategic Studies. Westwood is credited with a number of significant contributions to Soviet studies and solutions to military operational problems. Senior Consultant James T. Westwood contributions to this analysis foundation cannot be understated, though many of tehm remain classified.
Charles Vick noted "Truly this unsung outstanding intelligence analysist is one of the few greatest national intelligence offices to serve the free world especially in understanding Soviet/Russian, Chinese (PRC), North Korean (DPRK) as well as Iran’s five-year economic plan’s process. His analysis may have been controversial, but time proved him correct bar none."
