After an inquiry lasting 10 months that included over 130 hearings, the European Parliament's temporary committee of inquiry on the alleged use of European countries by the CIA for the transport and illegal detention of prisoners began to study its final draft conclusions Tuesday.

Italian MEP Claudio Fava, who drafted the report, will present the conclusions of the committee to the press in Brussels Wednesday afternoon.

"History will not be kind to those European governments implicated in this affair for failing to persuade the Bush administration to respect international law rather than to torpedo it by abductions, imprisonment and torture," said Sarah Ludford, British MEP and vice-president of the committee.

"The losers are not Al-Qaeda but the reputation and credibility of the West in failing to defend freedom and human rights," she said in press statements.

Spanish European Parliament Deputy Ignasi Guardans called on the EP to formally take a position and "denounce the half-truths and complicity of silence from the Council and its High Representatives." Sophie In't Veld, a Dutch MEP, said the burden of proof is now on the shoulders of the EU governments to explain to their citizens why they turned a blind eye to these illegal activities on their territory.

"Their silence and denial in the face of mounting evidence is an absolute disgrace," she said.
