Mission Manager for Cuba and Venezuela Announced
Dr. Norman A. Bailey
Mission Manager for Cuba and Venezuela
Director of National Intelligence John D. Negroponte today appointed Dr. Norman A. Bailey as Mission Manager for Cuba and Venezuela.
The role of the Mission Manager, as recommended by the WMD Commission, endorsed by the President and successfully implemented by the Office of the Director of National Intelligence, is a new and important one. Mission Managers do not directly manage operations or analysis, but instead lead the Intelligence Community at a strategic level by integrating collection and analysis, identifying and filling gaps in intelligence, and planning and ensuring the implementation of strategies, among other duties.
Prior to joining the Office of the Director of National Intelligence, Dr. Bailey was an international economic consultant, a senior fellow at the Potomac Foundation, and an adjunct professor at the Institute of World Politics. Additionally Dr. Bailey was an economist with Mobil Oil Company, a professor at the City University of New York (Queens), and president of Overseas Equity, Inc., an international financial consulting firm.
Dr. Bailey served on the staff of the National Security Council as Special Assistant to the President for National Security Affairs and senior director of international economic affairs. He served in the U.S. Army specializing in strategic intelligence and joint operational planning. Dr. Bailey speaks five languages and has written, co-authored or edited five books and many articles on international politics and economics.
He is a graduate of Oberlin College in Ohio and holds a Masters of International Affairs and a Ph.D. from Columbia University.
Note: There are now six Mission Managers. In addition to the newly announced Cuba and Venezuela Mission Manager, Mission Managers have been created for counterterrorism (the Director of the National Counterterrorism Center), counterproliferation (the Director of the National Counterproliferation Center), counterintelligence (the Director of the National Counterintelligence Executive), and one each for the countries of Iran and North Korea. |
