Sarah Ludford, a Liberal Democrat member of the European Parliament and first vice president of the EP's temporary committee investigating CIA flights and secret prisons on EU territory, welcomed the draft report tabled by the Rapporteur of the committee Giovanni Claudio Italian MEP, Wednesday.
"The report correctly states that, on the basis of the elements examined so far, fundamental human rights have been repeatedly and inadmissibly violated, including the use of torture," said Ludford in a statement.
"The CIA is also responsible for the abduction and illegal detention of alleged terrorists on EU soil?
"In stating that it is highly unlikely that member states were unaware of these extraordinary renditions taking place on their soil, this report rightly underlines the grave collusion of EU governments.
They have either passively turned a blind eye, or actively collaborated with CIA."
The committee must continue its investigation and complete the task it has begun," she said.
On Tuesday, the committee examined the case of six Bosnian residents who were handed to the US secret services in 2002 and taken to Guantanamo, where they still remain imprisoned without charge.
Stephen Oleskey, the American lawyer representing them, told MEPs that at least one of the planes used for their transport to Guantanamo originally departed from Germany.
"The Bosnian government was told by US officials that if these six people were not arrested, the US would withdraw its support for Bosnia. As no evidence was provided on the need for such detentions, the Bosnian Supreme Court ordered them to be released. But they were deported to Guantanamo illegally," he said.
In January 2002, Bosnian Federation police removed six Bosnian residents of Algerian origin from a Sarajevo prison and handed them over to US custody -- a day after the Bosnian Supreme Court had order their release.
